Summary You will serve as a SAFETY AND OCCUPATIONAL HEALTH MANAGER at the Naval Safety Command of NAVSAFECOM. Responsibilities You will evaluate the effectiveness of the Navy safety and occupational health program and policy at the strategic level, recommending changes in operating procedures and regulations as needed. You will develop necessary policy, implementation guidance, and assessment of programs and requirements to ensure adequate inspection, identification and abatement of occupational hazards. You will coordinate, direct, evaluate policy, establish objectives, provide procedural guidance, and guidance for adequate inspection and identification of hazards and timely corrective action. You will establish measures of performance for program elements and coordinate performance metrics. You will coordinate and conduct safety surveys, assist visits, command presentations, on-site visits at Navy and Marine Corps activities to assess various aspects of safety and occupational health programs. You will conduct analysis of safety data including mishaps, hazards/near misses, investigations, inspection results, workers compensation data, training, and other sources of information from various sources internal and external. You will use various software packages, i.e., Microsoft Office (Work, Outlook, PowerPoint, and Excel), etc. to originate correspondence, messages, point papers, reports, and presentations of high quality. Requirements Conditions of Employment Qualifications GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working on enterprise-wide issues and policies in the following areas: Safety and Occupational Health (SOH) programs; safety policies and implementation guidance; occupational health and safety regulatory matters; review of projects and programs to comply with DoD directives developed under the OSH Act; assessment of occupational health and industrial safety programs; sufficiency of Echelon II oversight of safety policies and practices; identification and abatement of occupational hazards; program reporting and analysis; development and implementation of mishap and environmental health prevention practices and measures in all work places. 2) Identifying and assessing potential or actual hazards of an agent, object, or activity that could cause, or is causing, negative Safety and Occupational Health (SOH) outcomes. Examine or formally evaluating the hazards with the appropriate measurements, tests, equipment, and/or gauges. Determining compliance with requirements, standards, and best practices. 3) Providing Subject Matter Expert (SME) analysis including trend analysis and assists other analyst, research personnel, and scientists with content analysis, data coding, and quantitative and qualitative analysis by providing risk management insights, information, and expertise. 4) Collecting and studying qualitative and/or quantitative risk and hazard program data in identification of mishap trends, risk management concerns, weaknesses/successes with risk management program execution/implementation. GS-12 Your resume must demonstrate at least one year of specialized experience performing the management, administration, or operation of a safety and occupational health program equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as: 1) Working as a Safety and Occupational Health manager, supervisor, or lead specialist over an entire safety program for a major command with diverse hazards. 2) Serving as the primary program manager for one of the following high-risk programs (e.g., confined space, fall protection, energy control, electrical safety, etc.). 3) Writing policy, identifying hazards (risk management), conducting assurance (inspections, management evaluations, etc.), and conducting promotions activities such as training. 4) Coordinating and performing safety surveys, assisting visits, commanding presentations, on-site visits assessing various aspects of safety and occupational health programs and to provide guidance, interpretation, and assistance to commands to improve their overall safety performance and to reduce the incidence of injuries and mishaps.
