This position is eligible for teleworking , which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective:
This position will manage and be responsible for leading the customer-facing or backend Headquarters HR Operations teams, which may include the Time & Labor, Employment Center, BSC Employment and Testing functional areas. Work with internal client and functional partners to identify solutions and fit/gaps for people, process and technology challenges that impact service delivery. Ensure compliance with Federal and State laws and regulations as well as collective bargained agreements (CBAs).
Responsibilities:
Lead departmental initiatives and projects that meet client needs and/or improve processes and service delivery
Manage escalated inquiries and service request prioritization and resolution through issue identification, interpretation, research, and resolution
Manage team workload, resources, and schedules to deliver timely, quality services and superior customer service to customers.
Support project activities including requirements gathering, functional design & configuration, testing, training design, development & delivery, postproduction support
Manage client relationships and provide effective customer service
Maintain appropriate level of process, functional and technical knowledge and participate in training to continue to develop such knowledge. Also continually improve and revise operating procedures development and ongoing training for staff. Identify, document, review and approve input to knowledge management tool
Work closely with HRIS team to run reports to manage, monitor and provide Benefits metrics
Participate in process committees as necessary to identify, implement and manage continuous improvement activities
Perform other duties as assigned or as required
Technology Management
Manage all production support issues and oversee on-going maintenance of functional area applications, including, enhancements, bug fixes, and upgrades
Ensure internal controls are developed and followed
Manage the creation of test scenarios, facilitating unit testing and User Acceptance Testing functional documents
Develop business concept/designs for functionality to support efficiencies in business requirements
Change Managemen t
Chair/Attend meetings as subject matter expert and provide guidance on Benefits Operations business processes and best practices
Work with Internal Communications to draft correspondence on changes that affects employees
Talent Management
Manage talent in the team including performance, staffing levels and competencies
Select, develop and motivate team members within the department. Provide career development for team members. Monitor performance and provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential
Qualifications:
Knowledge/Skills/Abilities:
Possess intermediate knowledge in PeopleSoft HCM modules with the ability to become proficient in additional modules.
Ability to travel to field locations for agency specific training/meetings.
Strong interpersonal skills with the ability to work with a diverse stakeholder and customer population.
Ability to help troubleshoot technical issues and communicate to IT Department as necessary.
Ability to work with, train and coach other team members.
Ability to prioritize problems and promptly resolve or escalate when necessary.
Strong oral and written communication skills.
Strong attention to detail.
Demonstrated ability to handle sensitive situations, maintain a high level of confidentiality, work independently, and takes initiative.
Strong working knowledge of Microsoft Office Suite (e.g. MS Excel, Access etc.).
Required Education and Experience:
Bachelor's Degree in Human Resources, Business Administration, Communications, Psychology or related field OR an equivalent combination of education and experience may be considered in lieu of degree.
Minimum 7 years of progressive experience in human capital management, and / or Benefits Operations / Administration.
Minimum 3 years of experience managing a team.
Pr eferred:
2 years of PeopleSoft experience.
Masters or MBA.
Familiarity with performance metrics and ability to meet identified targets.
Working knowledge of service request management tools.
Working knowledge and use of office productivity tools and web-based applications.
Experience in designing and implementing human capital management or related. human resources database module.
Center of Excellence / Shared Services experience.
Other Information
May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites .
According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
