The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Civil Law and Litigation Division (JAC) of Headquarters Air Force Reserve Command (HQ AFRC), Office of the Staff Judge Advocate and six Operating Locations (OLs). Responsibilities Duty 1: Plans, organizes, and directs the activities of the HQ AFRC Civil Law and Litigation Division (JAC), ensuring that the Division and all HQ AFRC/JA-OLs comply with legal and regulatory requirements and meets customer needs. Duty 2: Exercises supervisory personnel management responsibilities. Duty 3: Represents HQ AFRC with a variety of installation and superior and subordinate functional area organizations, including major commands, Department of the Air Force Air Staff, Air Force General Counsel (SAF/GC), Secretary of the Air Force and Chief of Staff of the Air Force Duty 4: Provides professional legal advice on a number of legal issues not addressed above nor handled by other divisions in the Office of the Staff Judge Advocate Duty 5: Trains judge advocates, civilian attorneys, paralegals, personnel specialists, equal employment opportunity specialists, environmental specialists, inspectors general, commanders, managers, and supervisors on all aspects of law affecting their specialty to ensure observation of regulations, law, and the Constitution. Requirements Conditions of Employment Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. Basic Qualification Requirement: You must meet ALL of the following qualification requirements and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. Education: Have a first professional law degree (LL.B. or J.D.) that is accredited by the American Bar Association.2. Bar Membership: Active membership in good standing in the Bar or highest court of a state, or U.S. territory, U.S. commonwealth or District of Columbia; never been disciplined, sanctioned, or had fitness to practice law challenged by any bar or court or a state or territory of the U.S. or District of Columbia (Failure to provide documentation of bar membership and good standing will result in an ineligible rating.) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of federal, state and local law (statutory), federal regulations providing assistance to eligible beneficiaries; analyzing facts, interpret complex law and regulations, applying well-reasoned analysis to reach clear and concise conclusions . FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.) Professional knowledge of law, legal principles, and federal regulations relevant to the duties of the position and experience to provide timely and pertinent legal advice and counsel to command and management and represent Air Force Reserve interests. 2.) Maintenance of a current license as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. 3.) Ability to plan, organize, and direct the functions and staff of a small to medium sized organization, to establish work priorities and to delegate tasks. 4.) Ability to supervise, mentor, motivate and lead other attorneys responsible for HQ AFRC/JA matters. 5.) Demonstrated skill in quickly and accurately recognizing key facts, assessing their significance, correctly applying pertinent legal standards and principles, and applying well-reasoned analysis to reach clear, concise conclusions 6.) Demonstrated skill in researching legal issues, using electronic and traditional means, raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions based upon such research and analysis. 7.) Proven skill in effectively communicating with a diverse group of individuals, in and outside the legal profession, both orally and in writing, in both formal and informal settings, and in maintaining good working relationships with government and non-government entities. 8.) Expert ability to recognize and appropriately handle issues of precedent-setting nature, delicacy, or importance to agency goals, national and international importance, or high public interest. 9.) Knowledge of Department of Defense, Air Force and Air Reserve Component structure, chain of command and duty status requirements. 10.) Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
