This is a full-time position located at the Capitol Annex Building in Baton Rouge, LA.

The purpose of this position is to direct and administer the FHWA Recreational Trails Program (RTP) for Louisiana for the Louisiana Office of State Parks to include grant administration, funding, and development. The Recreational Trails Program is a federally funded grant program to provide monies for the development and maintenance of recreational trails throughout Louisiana.

Minimum Qualifications
Five years of experience in administrative services; OR
Six years of full-time work experience in any field plus two years of experience in administrative services; OR
A bachelor's degree plus two years of experience in administrative services; OR
An advanced degree plus one year of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Administers the Recreational Trails Program (RTP) throughout Louisiana.
Directs the preparation, monitoring, and disbursement of federal and state matching grant funds.
Formulates, reviews, and directs compliance and on-site inspections of funded policies, codes, regulations, and law.
Coordinates grants preparation with agency managers and other personnel in the development of recreational trails throughout Louisiana.
Provides the communication link with local, state, and federal officials and contacts in coordination of the RTP.
Provides technical assistance to federal, state, and local agencies and entities relevant to the funding, management, planning, and development of recreational trails.
Meets with officials of federal, state, and local agencies and entities, legislators, professional organizations, and interested groups on RTP matters.
Directs the preparation of special federal and state reports relating to the RTP.
Serves as Chairman of the FHWA Recreational Trails Program for the Louisiana Advisory Committee.
Conducts meetings of the FHWA Recreational Trails Program for the Louisiana Advisory Committee in full accordance with Federal requirements associated with the RTP.
Coordinates planning of the development and maintenance of recreational trails.
Determines and conducts grants research for the FHWA Recreational Trails Program for the Louisiana Advisory Committee and of the Office of State Parks.
Directs and assists in the preparation of special program data requested by the Department of Culture, Recreation, and Tourism (DCRT) agency, the legislature, and other organizations.
Identifies and works with local, state, federal, non-profit, and other entities to develop recreational trails throughout Louisiana.
Represents the Office of State Parks at various national, state, regional, and local conferences related to the RTP.
Provides consulting and technical assistance to interagency colleagues, elected officials, federal representatives, and other entities, in all areas of recreational trail development.

Work Schedule:This is a full-time position that reports in-office; this position may be required to work overtime, evenings, weekends, holidays, and/or travel.
