This position requires an employee to be onsite at DCT Vadnais Heights - 3200 Labore Road, Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

This position exists to serve as the Quality Lead for Community Based Services (CBS) Performance Improvement and Project Management Office (PIPMO) within Direct Care and Treatment (DCT). The Quality Lead is responsible for identification of effective performance measures, data analytics, quality reporting, and development and implementation of a quality plan and strategies to effectively support CBS in its goal of providing quality services to the people served within all CBS programs. This position will provide education to program staff regarding best practices, quality measures and indictors, quality and data management. The Quality Lead will provide project management and performance improvement support for state-wide initiatives throughout Community Based Services. The Quality Lead will establish activities to monitor, audit, analyze, and report program performance against established standards. As a contributor to the CBS Leadership Team, the Quality Lead will provide leadership and advisement in organizational planning and action planning. The position will have managerial influence and control primarily in the area of practices, processes and procedures.
Primary responsibilities include, but are not limited to, the following:
Lead the development, implementation, coordination, and management of strategic quality and performance improvement initiatives including a comprehensive quality plan;
Champion and educate staff on best practices for achieving quality indicators;
Represent CBS on state-wide committees and initiatives by providing the Director of PIPMO and CBS Leadership with information and data analysis necessary for decision-making and long-range planning on programs and/or policy implications;
Prepare written narrative reports, support policy and procedure, and create CBS educational written materials. Integrate data analysis results and program activities into quality reports to provide actionable information to CBS Managers and Directors, DCT Executive and program staff.
Minimum Qualifications

Three (3) years' experience reviewing, developing, implementing or ensuring policy and/or regulation in at least three of the following areas:
Healthcare management
Behavioral healthcare management
Community based services
Patient care experience
Quality care
Quality data collection and reporting
Compliance
Patient safety
Project management
Note: A bachelor's degree in healthcare management, behavioral health management, public administration, or clinical health professions may substitute for one year of professional experience.
Preferred Qualifications

Additional education/certifications in quality, project management, data analytics, evaluation, or public policy.
Experience in compliance and risk management
Experience with regulatory bodies such as Department of Human Services (DHS) Licensing, County Licensing, and Minnesota Statutes (including, but not limited to 245D, 245A, 245C, 260E, 253B).
Experience with Centers for Medicare & Medicaid (CMS), The Joint Commission (TJC), Commission of Accreditation and Rehabilitations Facilities (CARF), or other accreditation and survey process required.
