Engineer III (Construction Management Engineers) is an essential part of the Construction Services Division. This position will provide equitable leadership while planning, organizing, and managing the division's dynamic workload and supporting the Bureau's strategic goals.
The position in the Construction Engineering division at PBOT will oversee the Public Works Construction (PWC) section and provide contract management of major CIP projects. This position requires knowledge and understanding of engineering principles, practices and theory as they relate to the construction of transportation related public works projects; the understanding of project management as it impacts budgeting, schedule, cost control and safety practices; a firm understanding of federal, state and local regulations as they relate to the construction and administration of public works contracts; the ability to communicate these regulations to contractors, constituents and the project team; the ability to establish effective working relationships with contractors and co-workers. This position also requires the ability to stay organized in a fast-paced working environment. Responsibilities will include issuing change directives, negotiating change orders when necessary, communicating work details, schedules, and budgets to various stakeholders, including the public, approving contractor payments, and ensuring all facets of the contract specifications are met.
What you'll get to do:
Manage the Public Works Construction (PWC) section. Plan, organize, supervise, and evaluate the work of technical staff responsible for the construction of permitted public assets.
Oversee large construction contracts. This includes leading your team's review of projects during design and leading PBOT's team during the construction of projects
Monitor work, provide necessary technical advice or direction to staff, resolve problems or differences of opinion in the field, ensure consistent standards and techniques
Review payments, write contract change orders, and establish construction schedules
Monitor E-Builder, review submittals, inspector daily reports, and requests for information
Review project designs (Plan, specification, and engineering estimate)
Communicate with various stakeholders
Coordinate and collaborate with other bureaus and jurisdictions
An Ideal Candidate will have at least 6 years of professional engineering experience specializing in transportation design, maintenance, and construction management.

To Qualify
Applicants must specifically address and demonstrate in their resume and cover letter how their education, training, and/or experience meet each of the following minimum qualifications:
Experience applying the practice & knowledge of transportation and engineering principles, exercise current trends, regulations, standards, and laws.
Ability to develop, review, authorize, and interpret technical engineering plans and specifications.
Experience acting as an equitable leader within a diverse, team-oriented work environment by promoting a culture of safety, professionalism, and accountability, including coaching, mentoring, and developing performance with staff
Experience with the development and monitoring of performance metrics and indicators with a focus on customer service, quality assurance, and continuous process improvement
Experience with asset management & project management, such as: work planning, managing aggressive timelines, implementing standards and best practices in asset management, while ensuring delivery within budgetary constraints
Experience with effective written and oral communications, understanding your audience, and documenting successful completion for a wide range of assignments.
Ability to manage and mentor engineering technicians II and III, and senior engineering associate staff.
Applicant must also possess:
A valid driver's license and acceptable driving record
Registered as a licensed professional engineer (PE) in the State of Oregon, or have the ability to obtain the license within six months of their hire
