The purpose of this position is to provide advanced level financial analysis, training, and technical assistance related to the federal Uniform Guidance (2CFR 200) cost principles, and cost allocation of direct/indirect costs. This position helps ensure that the agency meets its obligations in managing federal, state and other funds in a manner that is consistent with all applicable federal and state laws, regulations and policies.
The position also serves to coordinate the development of Federal and State Compliance Reporting. Duties will be accomplished through SWIFT technical operations expertise and the establishment of standard operating procedures for tracking and collection of related data from agency staff. SWIFT activities will span General Ledger, Commitment Control (Budgets), Accounts Payable, Billing, Accounts Receivable, Receipts and Federal Grants and Reporting. The incumbent will play a crucial role in ensuring SWIFT technical operations are integrated with the department's non-SWIFT accounting operations and with MDH business processes overall. The incumbent is also a highly skilled data analyst and report writer.
Responsibilities Include:
Support agency compliance reporting and indirect cost recovery program by providing accounting expertise.
Provide finance-wide and agency-wide leadership on special projects and support federal and state compliance reporting for the agency.
Analyze, design, develop, and implement SWIFT Warehouse-based reports used for MDH functional staff, accountants, budget managers, and fiscal analysis.
This position is currently eligible for up to 50% hybrid telework for applicants residing in Minnesota or a bordering state within 50 miles of the work location. Telework of 50% or more may be allowed based on position needs and location.

Minimum Qualifications

Three (3) years of finance, accounting, or related experience. Experience must include:
Advanced financial analysis.
Providing consultation, training, and technical assistance.
Compliance reporting.
Minimum qualifications to be assessed during the interview process:
Knowledge of financial, accounting, budgeting, auditing, and cost allocation principles and practices, as well as applicable laws, regulations, policies, and procedures.
Knowledge of data analysis and reporting, including collecting data from various sources to provide qualitative and quantitative analysis to query and interpret complex data sets.
Organization and coordination skills sufficient to manage multiple active assignments.
Strong verbal and written communication skills and the ability to maintain ongoing positive working relationships.
A related associate degree may be substituted for six (6) months of experience. A related bachelor's degree may be substituted for one (1) year of experience. A related master's degree may be substituted for one and a half (1.5) years of experience. A related doctorate degree may be substituted for two (2) years of experience.
Preferred Qualifications
Degree in finance, accounting, or related field.
Experience with indirect cost proposal or indirect cost allocations.
Experience utilizing Statewide Financial Tools (SWIFT) or other large ERP system, as well as Microsoft Office applications.
Experience with preparation of schedules for Annual Comprehensive Financial Reports (ACFR), Variance Certification, Schedule of Expenditures of Federal Awards (SEFA), and Single Audit report.
