Responsibilities As an Accountant (Staff), you will: - Serve as the Treasurer and provides daily supervision of the staff in the Treasury Division. - Oversee Ginnie Mae's Mortgage-Backed Securities program that expands affordable housing in America by linking global capital markets to the nation's housing market. - Carry out the guaranty of timely payment of principal and interest to security holders, fulfills the daily and long term financial needs of Ginnie Mae, complies with the provisions of the internal control requirements established by US General Accounting Office (GAO), and the cash management requirements established by the US Treasury. - Develop and/or review the Federal and Commercial/Generally Accepted Accounting Principles (GAAP) financial statements and management's financial, budgetary, and accounting reports for external reporting purposes. Ginnie Mae is a wholly owned government corporation created to help expand homeownership opportunities for low and moderate-income Americans, by linking global capital markets to the nation's housing markets. The CFO of Ginnie Mae is responsible for overseeing governance and operations of the U.S. Dept of Housing and Urban Development's (HUD) Mortgage-Backed Security (MBS) Securitization Program. Requirements Conditions of Employment The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. A one year probationary period may be required. Qualifications You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: - Directing or leading a financial management or accounting team; AND - Experience responding to prepared by client/PBC requests from an auditor or participating in an audit of financial statements; AND - Interpreting and applying impacts of law changes related to accounting standards or Treasury Financial Management policies, and developing related position papers; AND - Implementing new accounting standards. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following: Twenty-four semester hours in accounting or auditing courses of appropriate @type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
