The Results Management team at Minnesota Management and Budget (MMB) conducts analysis and research that helps state and local partners make informed policy decisions to improve outcomes for people in Minnesota. Through a variety of approaches and methods, we conduct analysis that sparks insights and coordination among government agencies. We use a data-informed process to focus enterprise-wide efforts on results, foster collaboration, and ignite action to improve outcomes for people in Minnesota.
We are seeking a Results Specialist to help improve this work and, more specifically, help build the evaluative capacity of the state by working across agencies to inventory data systems in two high-priority policy areas. The individual will design and pilot a replicable process for cataloging data systems, including documenting collection methods, disaggregation practices, data quality, governance, and integration potential. These efforts will directly inform enterprise goals to implement newly revised data disaggregation standards.
This is a temporary position for a duration of up to 22 months.
Job duties for this position include:
Identifying and engaging subject matter experts across Minnesota government and external partners to inform best practices in data inventorying and governance
Conducting research and developing documentation that positions data inventorying within broader data governance and evaluation practices
Convening cross-agency stakeholders to co-create scalable templates, standards, and processes for inventorying data throughout the enterprise
Collecting and organizing information on the nature of data in priority systems, including collection methods, disaggregation practices, quality, governance, integration potential, and appropriate use
Synthesizing findings into actionable recommendations that advance implementation of statewide disaggregation standards and the capacity of the state to use data to understand the impact of programs
Developing a "playbook" of lessons learned, including best practices and replicable tools, to support enterprise-wide adoption of inventorying and data disaggregation
This position is currently eligible for up to 50% hybrid telework to applicants who either reside in Minnesota or a bordering state and within 50 miles of the work location.
Minimum Qualifications
Three (3) years of experience working with data structures, data management, inventorying, and/or data governance. A bachelor's degree in data science, statistics, mathematics, business analytics, public policy, economics, political science, management information systems, or public administration may substitute for one year of experience; a master's degree in a similar field may substitute for 18 months of experience.
Project management skills sufficient to lead communication, organization, development, analysis, and execution of complex projects
Communication skills sufficient to present complex ideas and information to a variety of audiences, ensure their understanding, and use varying techniques
Interpersonal skills sufficient to build effective partnerships across the organization, levels of staff, and external stakeholders
The ability to work effectively on a team, a demonstrated respect for diversity, and a deep commitment to fostering an inclusive and collaborative work environment
Ability to maintain confidentiality and manage sensitive and/or personal information

Experience in conducting data analysis, performance measurement, or evaluation
Experience with requirements and best practices for using and sharing sensitive data, including personally identifiable information (PII) and personal health information (PHI)
Experience with group facilitation methods to convene large groups and foster collaboration in culturally appropriate ways
Knowledge of data querying languages (SQL, Python) and ability to directly interact with databases sufficient to understand contents, structures, and potential gaps or limitations
Experience with Minnesota state government, public program policies and operations, or grant administration, especially in health and human services
Knowledge and experience with the Minnesota Government Data Practices Act
