This position will be part of MNIT's Procurement Division, which is responsible for processing all requests to purchase everything from IT hardware, software, and mobile devices to contractors brought in to assist on projects.
The Buyer 1 plays a key role in supporting the organization's information technology (IT) purchasing activities and is responsible for researching and sourcing materials, supplies, goods, and non-professional technical services to meet business needs. This position is responsible for gathering information, preparing specifications, and assisting in negotiations to ensure purchases are cost-effective and align with quality and compliance standards. The Buyer 1 researches and evaluates potential suppliers, works directly with contracted suppliers, and makes informed recommendations to achieve the best value. This role works collaboratively with a supervisor and team members, with guidance available for complex purchases or unique challenges.
This position requires an employee to be onsite at 600 North Robert Street, Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Minimum Qualifications

One (1) year experience in purchasing products, materials, and non-professional technical services, familiar with Department of Administration contracts, specifications, and evaluate vendor responses for accuracy and suitability.
Working knowledge and experience with the Statewide Integrated Financial Tools (SWIFT) procurement system of Minnesota.
Maintain $25,000 Authority for Local Purchase (ALP) through the Office of State Procurement (OSP) with recertification required every three (3) years.
Proficient with Microsoft Office products, including Excel, Word, Outlook, OneNote, and Teams.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
Preferred Qualifications
Experience with Information Technology procurement and public-sector acquisition.
Familiarity with MNIT's State Central Purchase Request Systems (CPRS), Electronic Inter-Office Requisition (EIOR) or similar requisition system.
Knowledge of state/public procurement laws, rules, policies, and procedures.
Ability to evaluate quality and price elements and to judge sustainability of goods furnished and of substitute articles.
Strong organizational skills, attention to detail, ensure accuracy and ability to determine priorities.
Experience facilitating meetings and presenting procurement-related information.
