Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Former EDRP participants ineligible to apply. Responsibilities The position is located at Captain James A. Lovell Federal Health Care Center, North Chicago, Illinois. This center is the first fully integrated federal health care facility combining Veterans Affairs (VA) and the Department of War (DoW), specifically the United States Navy (USN), under one command. Role Overview: This position will have 50% dedicated administrative time as Designated Education Officer (DEO) and 50% dedicated clinical time as Assistant Chief Medical Executive. Clinical time may fluctuate depending upon the needs of the program and resident/student enrollment. During dedicated designated clinical time duties will include providing direct patient care. The @type of patients to be seen will be dependent upon the discipline of the provider specializes in (i.e. Family Medicine, Women Health, Cardiology, etc.) DEO Duties: Oversight of all health professions training (HPTs) at VAMC, guided by VHA Office of Academic Affiliations (OAA). Provides leadership, policy development, analysis, and implementation affecting the VA healthcare system. Oversees HPE funding, accreditation, appointments, and affiliate relationships. Mitigates risks to HPTs, patients, staff, and visitors. Ensures HPTs meet qualifications via Trainee Qualifications Certification Verification Letter. Interacts with affiliated institutions on HPT assignments, curricula, and facility evaluation. Acts as a consultant on educational matters and advises on policy. Provides support to residency and training program directors. Liaises with Designated Institution Officer and education leaders. Advocates for adequate VA resources for effective HPE program management. Oversees all clinical training programs, ensuring compliance with program requirements and accreditation standards. Establishes local procedures for Educational Activity Record keeping and disbursement. Collaborates closely with OAA to expand programs, report data, and address unusual situations. Reviews and signs Program Letters of Agreement. Addresses special situations and issues related to HPTs. Advises VA facility Director and affiliated program directors on HPT conduct and compliance. Ensures VA-sponsored programs maintain accreditation, supports program directors with reporting and site visits. Assistant Chief Medical Executive Duties: Clinical Duties: Provide direct patient care based on specialty (e.g., Family Medicine, Women's Health, Cardiology). Maintains communication about Oracle software/hardware issues. Acts as a consultant for credentialing and privileging in clinical practice. Provides one-on-one learning labs as needed. Develops and coordinates training programs. Recruits, trains, and manages staff. Supervises support staff. Maintains a clinical case load and appropriate panel size for specialty. Develops and coordinates internal review systems to ensure compliance with accrediting standards. Administrative Duties: Provides oversight for Academic Affairs and CME projects. Supervises area supervisors, oversees metrics and performance standards. Coordinates internal reviews ensuring compliance with accrediting and regulatory standards. Maintains relationships with patients, staff, local communities, Veteran service organizations, healthcare providers, civic groups, and navy commands. Supervises program growth, provides performance feedback and annual evaluations. Contributes to facility goals and program plans. Collaborates with VA/Bureau of Medicine and DoW contacts. Contributes through publications, task force membership, committee involvement. Collaborates on establishing credentialing policies. Uses sound judgment in program management decision-making. Supports staff training and development. Demonstrates knowledge of clinical services and administrative aspects of healthcare delivery. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.] NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities.
