I. TITLE: (Nurse III): Nursing Consultant for Education (4242) (B24)Salary Range For Nurse III $65,104 - $106,634II. DEFINITION: The Nursing Consultant for Education performs advanced consultative and administrative work for the Texas Board of Nursing. Under the direction of the Lead Consultant for Education and the Director of Nursing, manages regulatory and statutory requirements of nursing education programs which include: assists in interpreting the NPA, rules, and other applicable laws to the stakeholders, prepares reports to the Board, and assists with development and/or revision of position statements, guidelines, interpretive statements, and internal policies and procedures related to nursing education. Conducts program survey visits, analyzes and evaluates new program proposals, participates in education credential reviews and may provide testimony as an expert witness on the NPA, Rules as related to nursing education; communicates with stakeholders, education programs, students and others in matters related to education. Works under minimal supervision with latitude for use of initiative and judgment.III. FUNCTIONSa. Manages regulatory and statutory requirements of nursing education programs which includes: i. Conduct routine, approval, and pre-approval survey visits of existing and proposed vocational and professional nursing education programs and clinical affiliates to gather evidence of compliance with rules and regulations for approval. Prepare written reports regarding survey visits regarding approval status for the Boardand#8217;s consideration. ii. Review and analyze nursing education program data and compliance reports; records; curriculum materials including proposals for curriculum changes and new program development; faculty minutes, etc. in preparation for survey visits, report synthesis, and written analysis to the Board. iii. Communicate and consult with administrative officers, school faculty, and students to facilitate quality program development, to verify program compliance with rules and regulations, and to inform appropriate school officials of the boardand#8217;s decisions regarding approval status.b. Participates in education credential review processes including: i. Complete review and report of education credentials as related to licensing requirements. ii. Assists Enforcement Division as needed with review of nursing education investigations, expert witness testimony at scheduled hearings and mediations.c. Conducts and/or assists with presentation of education workshops and other educational offerings on behalf of BON: i. Able to conduct needs assessments for workshops/programs if needed. ii. Able to assist with workshop planning process. iii. Able to operate equipment necessary for workshop activities (on site and/or online). iv. Prepare scripts for scheduled workshops, congruent with current statutes, rules, and Board positions that utilize principles of adult teaching/learning. v. Assists with delivery and presentation of workshops; makes individual public presentations as assigned. vi. Participates in evaluation outcomes of each workshop and uses information to make recommendations and/or changes to future presentations.d. Confer and correspond with individuals and groups regarding interpretation of the Nursing Practice Act and Rules in response to requests regarding nursing education, practice and trends: i. Responds knowledgeably and respectfully to phone calls and written correspondence. ii. Confers with individuals and groups to ensure the accurate interpretation of the Nursing Practice Act, Board rules, policies and trends in nursing. iii. Maintains self-development in awareness of national, state and regional health care issues that impact nursing education or practice. iv. Identifies trends or issues that impact nursing education and utilizes established chain of command to initiate appropriate agency response to issues.e. Prepares and Maintains Reports and Records: i. Assists in development, maintenance, and revisions of department policies and procedures. ii. Prepares and presents reports to the Board. iii. Assists with development and preparation of agency reports to Board and other relevant parties. iv. Organizes and maintains files and materials related to nursing education issues, legislative materials, committees and other work products. v. Maintains all files and records in readable, easily accessed manner and follows records retention requirements. vi. Prepares and contributes reports and articles to BON Bulletin or Education Newsletter as scheduled; maintains newsletter files for readily accessible references on Board activities.f. Participates in agency legislative review of laws and regulations affecting nursing education, licensure and practice. i. Contributes to tracking and reporting of legislative bills during state legislative session. ii. Prepares report briefs and summaries for staff and the Board regarding the impact of legislation. Monitors state and national health care legislation and keeps the agency and the Board apprised of potential impacts. iii. Participates in reviewing proposed and approved rules published in the Texas Register and advises the Board and staff regarding reported actions.g. Participates in department and agency operations and activities: i. Participates in staff discussion, planning, development and evaluation of overall agency objectives. ii. Assist in the development and implementation of Board policies and procedures, objectives, and strategic plan, particularly as they apply to education. iii. Participate with inter/intra agency and extended committees or task forces to represent the Board, provide consultation, and prepare reports for the Board. iv. Promotes teamwork within the nursing division and the entire agency. v. Perform other functions as assigned by the Director of Nursing including special projects and/or reports to the Board. vi. Contributes to agency goals and objectives. vii. Adheres to Agency Ethics and Human Resource Policies.IV. CONDITIONS OF EMPLOYMENT:a. Must be willing to travel within the State of Texas.b. Qualifications: VI. QUALIFICATIONS:a. Education i. Minimum of a BSN from a professional nursing program approved by the State of Texas or the State from which the school was located. ii. Graduate of an accredited college or university, having earned a masterand#8217;s degree in nursing (MSN). iii.
