This position exists to provide leadership, administrative/technical support, planning, coordination, and direction to the state payroll system for the 18 State Patrol District/Section Timekeepers. To serve in an expert capacity for AFSCME, LELS Unit 17 Radio Communications Operators, LELES Unit 18, LELS Unit 19, the Commissioner's Plan, Managerial Plan, MAPE, MLEA, and MMA timekeeping contract issues. To serve as State Patrol's primary point of contact to State Patrol Supervisors, Timekeepers, and other clientele regarding Public Safety operations to ensure proper adherence to state laws, and policies.
Serve as the primary payroll administrator, overseeing all aspects of the payroll in self-time entry and SEMA4 payroll program, including payroll/budget reporting, and special projects that require specific payroll needs. Responsible for training all of the State Patrol's 18 District/Section Timekeepers.
To coordinate the forum and training during statewide training roundtable related to all aspects of payroll. Serve as the primary resource person for the SPAIS activity system for all State Patrol personnel.

Minimum Qualifications
Two* (2) years of experience that supports an area of specialized knowledge or provides administrative support, paraprofessional, or advance technical experience.
Experience should include the following:
Experience working with SEMA4.
Math skills sufficient to compute totals, averages, and percentages of numerical data to check or reconcile data. Skill in developing and modifying electronic spreadsheets.
Experience with Microsoft Office Suite; specifically, Excel and Word.
English skills sufficient to interpret complex statutes, laws, policies and procedures, and bargaining unit contracts, to prepare well written correspondence and reports, and to communicate clearly and diplomatically with all levels of management, staff and customers to resolve issues appropriately.
Customer service skills (phone, in-person, written) sufficient to provide high quality of day-to-day service to a variety of customer discussions and agencies on a wide range of topics; and to communicate effectively with customers, vendors, and staff when providing information, guidance, and resolution to problems.
Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.
*An associates' degree may substitute for six months of experience; a bachelors' degree may substitute for twelve (12) months of experience.
Preferred Qualifications
Experience processing payroll, including identifying and solving problems with varied degree of complexity.
Experience interpreting complex statutes, laws, policies and procedures, and bargaining unit contracts.
Working knowledge and experience in the State of Minnesota's Statewide Integrated Financial Tools (SWIFT) and SWIFT Data Warehouse.
Experience with advanced MS Excel tools to create databases and for data analysis.
Physical Requirements
Very Light: Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
