Minnesota Housing is a mission-focused financial institution who uses our resources to prevent and end homelessness. We're looking for a Results Management Coordinator who will provide strategic direction to Minnesota Housing and the Minnesota Interagency Council on Homelessness (MICH) by using research, data, and evidence to inform decision making and integrate findings into policies, programs, and resource allocation. This position supports ongoing enterprise and divisional results management work of conducting complex programmatic analysis that identifies opportunities for improving the coordination, implementation, and impact of state programs. This position leads work for and acts as an advisor to the assistant commissioners of Housing Stability (HS) and the Minnesota Interagency Council on Homelessness (MICH).
Essential Job Duties
Lead the research and results management work for the Minnesota Interagency Council on Homelessness and Housing Stability Division at Minnesota Housing.
Coordinate and conduct complex programmatic analysis; consult with and advise state agencies and internal stakeholders on opportunities for improving the implementation and impact of state programs through evidence-based policymaking, performance management, and strategic analysis at the statewide or divisional level.
Lead the research and results management work for Minnesota Housing's Housing Stability Division. Form and lead project work teams, as needed, to respond to unique challenges, opportunities and program evaluation. Act as an expert advisor to agency leadership and staff.
Lead complex program analysis and provide strategic guidance to state agencies and stakeholders to improve the implementation and impact of housing and homelessness-related programs.
Use evidence-based policymaking, performance management, and data analysis to support continuous improvement efforts with the Governor's One Minnesota Housing Stability goal (https://mn.gov/mmb/one-mn-plan/measurable-goals/housing-stability.jsp) area, Crossroads to Justice (https://mich.mn.gov/crossroads-justice-strategic-plan) , the Minnesota Housing's strategic priorities (https://www.mnhousing.gov/policy-and-research/agency-plans.html) related to housing, racial and health justice

Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Four (4) years of experience and demonstrated expertise in playing a lead role in public-policy and program research and evaluation used to guide and make strategic, data-driven, evidence-based decisions and produce effective results management.
A Bachelor's degree in Sociology, Statistics, or Public Administrationmay substitute for 12 months of experience - or - a Master's degree in the listed fields may substitute for 18 months of experience.
Four (4) years of experience in homelessness programs, affordable housing, housing stability or social services including strong understanding of the dynamics that lead to homelessness, proven solutions, and the role that data can play in helping to end homelessness.
Two (2) years of experience in representing an organization in high-visibility or highly dynamic environments, including meetings with senior leaders, such as agency commissioners, and the Governor. This includes demonstrated communication skills, including ability to comprehend and communicate complex information in plain language.
Project management skills, including the ability to develop work plans and effectively organize and lead projects with others, establish goals and timelines, clarify mutual expectations, and evaluate results.
Demonstrated proficiency in leading large projects, engaging and recruiting a diverse group of partners, and coordinating the work of others.
Experience and demonstrated expertise in using at least 2 of the following:
Excel or equivalent for more routine data analyses, including descriptive statistics
Tableau, PowerBI or equivalent for creating reports and dashboards.
Statistical analysis software, such as STATA, SAS, SPSS, R, or an equivalent, for researching and evaluating policies and programs, including inferential statistics.
Demonstrated experience analyzing data and making recommendations to address overrepresented populations experiencing housing instability
Preferred Qualifications
Project management certification.
Direct experience creating and implementing a results management framework for tracking policy, program and operational outcomes; identifying areas for improvement; and achieving continuous improvement.
Governmental budgeting and legislative processes experience sufficient to demonstrate political astuteness to support current programs, coordinate complicated program initiatives, plan for contingencies and establish working agreements and priorities.
Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one's own world view and that different world views exist.
Experience and demonstrated expertise in using ALL of the following:
Excel or equivalent for more routine data analyses, including descriptive statistics.
Tableau, PowerBI or equivalent for creating reports and dashboards.
Statistical analysis software, such as STATA, SAS, SPSS, R, or an equivalent, for researching and evaluating policies and programs, including inferential statistics.
