Summary Supervisory Health System Specialist (System Redesign) is responsible for delivering Performance Improvement techniques to services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training. Additional functions of the position involve advising leadership in the formulation of planning complex facility wide Strategic Plans and facility wide projects in the execution phase of supporting of Strategic Planning. Position is assigned to Quality Management. Responsibilities Include but not limited to: Develops written and verbal teaching materials. Evaluates the quality of care and the efficiency of care processes. Instructs staff on implementation of guidelines and recommendations. Assesses (in terms of degrees) the success or failure in attaining program operational goals/objectives. Identifies projects critical to improving quality outcomes and maximizing return on investment of utilized resources. Develops benchmarks and assigns a schedule or priority level to a potential project based on the needs of the organization. Leading the team through development of control strategies, to ensure project solutions are sustained after the project lifecycle. Prepares complete and fully documented studies for review of work teams, Hospital Committees and top management. Provides consultation to executive, service line, and program leadership by leveraging VA data analytics resources. Delivers classroom instruction about Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies tools and techniques to all levels of the organization. Develops and refines information for comprehensive reports, addressing such elements as cost analysis, work measurements, trend analysis, efficiency, effectiveness, productivity, and tangible benefits. Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Preferred Experience: Lean Six Sigma Green Belt or Black Belt certified. Experience with data analytics, visual data management, and applications such as Power Apps and Power BI. Specialized Experience Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Identifies alternative systems and processes based on Lean/Systems Redesign/Systems Engineering principles to mitigate errors. Develops local data metrics and dashboards to monitor projects progress or performance benchmarks. Develops written and verbal teaching materials.
