Job Description
This position oversees and manages clinic business operations and budget. This includes the department's compliance with data privacy laws, federal HIPAA regulations and other federal, state, and MinnState requirements.
PRINCIPLE RESPONSIBILITIES AND RESULTS
Oversight and management of clinic business operations and functions including billing, insurance, medical records (including the confidentiality, security, and physical safety of records; the timely retrieval of records upon request; oversee the collection, processing, maintenance, storage, retrieval and distribution of records; and maintenance of a predetermined, organized, and secured record format), computer operations. Assist in preparation of SCSU Medical Clinic budget plan. Monitor monthly budget. Monitor expenses in the clinic on a day-to-day basis. Coordinate and facilitate assessment and evaluation process including preparation of analytical reports, cost benefit analysis, and student satisfaction. Priority: Essential Percent of Time: 40%
Serve as a member of the department's management team, participating in policy development, emergency preparedness, and quality assurance activities. Shared responsibility for administration of SCSU Medical Clinic with leadership team. Provide leadership, service and assistance in development of policies, procedures, practices and processes for the University and Division of Student Affairs initiatives. Attend University and division events, representing the department and division. Serve on University and division committees, taskforces, and working groups as appropriate and requested. Priority: Essential Percent of Time: 20%
Work with IT to implement and maintain computer system maintenance, operation and enhancement. Analyze and modify existing office procedures and software programs as needed for system efficiency as well as in response to new technical needs. Interact with external vendors and system support to resolve complex problems and obtain information on new products. Respond to
technical questions and serve as a resource to staff, providing orientation and training in computer applications. Priority: Essential Percent of Time: 10%
Responsibility for compliance with federal and state laws including HIPAA, MN Immunization Law, MN Data Privacy Acts, and reporting/querying the National Provider Data Bank. Priority: Essential Percent of Time: 10%
Facilitate new employee orientation, staff leadership, training, development, and continuing education programming activities. Participate in professional development activities and training programs to stay current with national trends, issues, and literature. Actively participate in local, regional, and national professional development workshops, conferences, seminars, and professional associations. Priority: Essential Percent of Time: 10%
Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner. Priority: Secondary Percent of Time: 10%
Minimum Qualifications
Two years of experience in healthcare administration, management, leadership, or related field or equivalent combination of experience and education. Doctorate degree may substitute for two years of experience; Master's degree may substitute for 18 months of experience; Bachelor's degree may substitute for one year of experience; Associate's degree may substitute for six months of experience
Medical terminology sufficient to create medical billings and develop administrative materials for the clinic. ·
Math sufficient to add, subtract, multiply and divide when billing customers and submitting invoices. ·
Data entry skills sufficient to enter data and compile budget information into Excel to track information and to enter patient information into the software application. ·
Word processing sufficient to draft correspondence. ·
Ability to analyze, develop and make recommendations to management for new or revised administrative and program practices and procedures for smooth and efficient office operation. ·
Ability to communicate in a variety of formats to gather and relay information with tact and diplomacy.
Preferred Qualification
Knowledge of HIPAA, legislation requirements and MN Data Practices Act.
The ability to interpret federal, state, MinnState, and institutional policies and to communicate the interpretation to others.
Proficiency in Microsoft Excel.
Familiarity with budgeting, billing/coding and financial management in an outpatient medical clinic.
Knowledge of medical computer information systems.
Work Shift (Hours / Days of work)
Academic Year: Monday-Friday 8 a.m.-4:30 p.m.
Academic Breaks & Summer: Tuesday-Thursday 8 a.m.-4:30 p.m. (0.85FTE)
