PREA/GRIEVANCE PROGRAM OFFICER FLATHEAD VALLEY REENTRY CENTER KALISPELL, MT. The new Flathead Valley Reentry Center (FVRC) plays an integral role in shaping the way we deliver structure and accountability while supporting success for residents returning to their community at this first-ever, DOC-owned and operated prerelease center. ThePREA/Grievance Program Officeris responsible for tasks related to compliance with the/Prison Rape Elimination Act of 2003 (PREA),/as well as handling of offender grievances. The Montana Department of Corrections has a zero-tolerance policy relating to all forms of sexual abuse and harassment in accordance with the policies set forth in PREA. PREA Manager Duties: Develops, implements, and oversees the facility's activities related to ensuring compliance with PREA. Plans and conducts PREA administrative investigations potentially involving offenders, staff, volunteers, and contractors. The investigations may include allegations of violation of law, policies or rules, discipline, staff misconduct, and require this position to provide support to staff attorneys, prosecutors, and agency management. Gathers physical evidence and other information relevant to the investigation. Prepares detailed, accurate, and timely PREA Summary Reports and helps to ensure that all relevant documents are submitted to the case files. Receives and reviews facility Incident Reports which identify information which may be used to detect sexual abuse and sexual harassment or indications of abnormal offender or staff activity. Identifies and locates witnesses, victims and suspects and may conduct interviews of all parties by using proper interview techniques in administrative investigations. May testify in criminal, civil and administrative actions as the investigating officer for the department to ensure successful prosecution or determination of the incident. Grievance Coordinator Duties: Oversees the facility's grievance program with responsibilities including, but not limited to, collecting, reviewing, responding to, and tracking offender grievances. Ensures all staff are trained to understand the process and their associated responsibilities. Ensures all offenders receive information on initiation and use of the grievance process. Tracks, analyzes, and reports data regarding PREA and grievance-related activities at the facility to facility and agency management. QUALIFICATIONS The knowledge, skills and abilities for this position are typically acquired through a combination of education and experience equivalent to: Bachelor's degree in human services, business, or a related field. Two years of relevant experience. Alternative combinations of education and experience will be considered on a case-by-case basis. Tobacco Free - The use of all tobacco products, including smokeless tobacco products and tobacco substitutes is prohibited in Department of Corrections buildings.
