Summary This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health care system (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned. area( s). Responsibilities Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Conducts short, mid and long:-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools. Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost depreciation, trade-in value and other factors which impact procurement decisions. Advanced planning requires significant interaction and coordination with service lines, biomedical engineering, and. other stakeholders to balance competing priorities including clinical requirements, technological enhancements, and budget constraints. Computes requirements for equipment inventory items. Utilizes a range of well-established and commonly applied inventory principles, standard and non??standard methodologies, and concepts to determine need to intervene in the supply system in response to fluctuations in rates of usage, cost, availability for established suppliers, alternative .sources of supply and other similar conditions. Analyzes and advises the customer on equi.pment purchase recommendations utilizing the "best value" approach, which may include criteria such as special features of the supply or service that are required in effective program perfo.rmanee that is not provided by a compa.rable supply or service; tradeIn considerations; probable life of tbe Item selected as compared wtth that of a comparable item; warranty conside.rations; mai.ntenance avaUabillty; past p.erformanee; and environmental and energy efficiency considerations. Conducts market research on p.roduct pricing and performance. Identifies equipment items that offer the greatest potential for standardization. Manages and controls all inventory transactions for non-expendable medical equipment requests and transactions. Uses automated property management systems to manage the facility property accountability program, create equipment records, research discrepancies, conduct inventories, bar code equipment and manage turned in excess property. Identifies and rectifies asset management issues with other Services, VISN-level staff, or support contractors. Thorough, comprehensive knowledge of a wide range of complex, standard, and non-standard inventory management, planning and lifecycle principles, concepts, and methodologies requiring the application of sound judgment and analysis to provide services or resolve problems associated with NX systems and processes; knowledge of established planning and inventory management systems in weighing the impact of variables such as cost, existing policies and procedures, data processing requirements, and other issues that influence the course of action taken; and ability to maintain inventory control records in an automated system for materials and both capitalized and non-expendable capital equipment. Thorough knowledge of a complex variety of Federal Property Management Regulations (FPMR), VA Regulations, Directives, Handbooks, bulletins, policies and other Federal regulations, publications and guidelines to extensively research and develop solutions to complex and routine problems; to accurately maintain perpetual inventory accounts for nonexpendable equipment in a fully computerized and integrated data base system; and to formulate improved inventory management procedures and practices. Practical knowledge of procurement law in order to determine required sources of equipment, purchase card program and simplified acquisition procedures. Physical Requirements: Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the Ell. A great amount of time walking and climbing stairs is required to conduct on-site inventories of Ell equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers.
