Summary This position serves as a Supervisory Inventory Management Specialist for expendable (EX) assets/materials for the Supply Chain Management Service within the Palo Alto VA Health Care System and supported catchment area. Supervises multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties include, but may not be limited to the following: Supply Management: responsible for the inventory management, control and distribution of expendable inventory; ensures maximum effectiveness in the management of inventories; has oversight and accountability of the management plan for the commodity program; conducts effectiveness/efficiency reviews; oversees the computation of requirements for supplies; may serve as the approving official for approving reconciled purchase card transactions; oversees the care and handling of specialized items; prepares/reviews submissions to obtain approval or funding; and acts as the central point of contact for the coordination of commodity support and the resolution of logistics problems; Returns, Recalls and Reutilization: manages federal and agency programs for the return and reutilization of medical supplies; approves emergent procurement decisions; participates in root cause analysis process; and serves as the utilization and disposal official for excess consumables; Supervision: supervises employees from separate but interrelated units; makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; conducts semi-annual and annual performance reviews; assists subordinate staff with performance issues; schedules and grants leave; monitors overtime usage; resolves informal complaints and grievances; develops the ability of subordinate staff; develops individual development plans for professional growth and development; coordinates and integrates various technical units to ensure compliance; conducts on the job training and in service training; and assesses training and educational needs and implements training programs; Performs other related duties as assigned. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. One (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: planning, coordinating and executing an inventory and commodity management program; establishing procedures, overseeing and reviewing physical inventories and supply reconciliations; conducting data/information analysis for acquisition planning; planning and reviewing supply/inventory processes, functions and related systems; and exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. Additional Information Physical Requirements and Work Environment: The work is primarily sedentary and is usually accomplished while seated at a desk or table, typically in an adequately lighted and climate controlled office. Some standing, walking, bending and lifting (up to 40 lbs.) is required. Physical exertions including stretching, reaching and pulling or pushing cares occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
