ASRC Federal is seeking a Product Manager leads enterprise-wide baseline software version control initiatives for critical clinical systems, ensuring consistency, compliance, and operational readiness. This role is responsible for system health monitoring and proactive remediation to maintain uptime for mission-critical platforms such as 724 systems. The position requires close coordination with vendors, biomedical teams, site support personnel, and testing environments to plan and execute software upgrades, ensure integration readiness, and maintain cybersecurity compliance. The ideal candidate will possess strong reporting, communication, and stakeholder engagement skills, with a proven background in DoD healthcare IT lifecycle management, cybersecurity-informed operations, interoperability planning, and risk management to support the sustainment and optimization of MHS GENESIS and related enterprise systems.
JOB REQUIREMENTS:
Bachelor's degree with a minimum 5 years of relevant work experience. Additional years of experience in lieu of a degree.
Product lifecycle management from transition to sustainment and retirement in a DoD health IT environment
IT service management (ITSM) practices (incident, problem, change, configuration, asset, release, service level) and operational governance
Reliability engineering and operations (SRE concepts, observability, automation, performance engineering)
Cybersecurity-informed operations (vulnerability/patch orchestration, ATO sustainment, compliance operations)
Interoperability and integration readiness across enterprise health systems
Risk management , contingency planning, and disaster recovery
Stakeholder engagement and vendor management for mission-critical services
KEY COMPETENCIES :
Strong understanding of MHS GENESIS operational architecture, data flows, and dependencies with DHA enterprise services and external systems.
Expertise in IT service management (ITSM) at scale using platforms such as ServiceNow, including CMDB discipline, change/release workflows, incident/problem processes, and KPI reporting.
Proficiency with operational monitoring, observability, and automation tools, translating telemetry into action for performance and reliability.
Knowledge of DoD/DHA cybersecurity compliance requirements (STIGs, RMF, vulnerability management, continuous monitoring, Zero Trust principles).
Familiarity with pre-production test environments (FFGAL, METIC) supporting operational readiness, validation, and failover testing.
Ability to maintain operational playbooks, SOPs, and knowledge artifacts, and communicate complex operational status effectively to executives and stakeholders.
Strong skills in capacity, cost, and license management, producing data-driven optimization proposals.
Proven ability to lead cross-functional reviews, major incident bridges, and governance forums, balancing multiple concurrent priorities in a mission-critical environment.
Understanding of the Capability Block sustainment model for structured delivery and optimization of MHS GENESIS.
CERTIFICATIONS :
Required (DoD 8140/8570 Baseline): CompTIA Security+ (or equivalent IAT II certification; must be maintained in CE status)

JOB RESPONSIBILITIES:
Define and maintain the Operations Management (LCM) roadmap for assigned products and services, covering transition to production, sustainment, optimization, and retirement.
Lead enterprise-wide baseline version control initiatives for key medical systems (CCE, CCETS), including assessment, reporting, and remediation coordination
Drive implementation of product uptime monitoring for 724 systems by compiling system health data and supporting infrastructure stability
Coordinate cross-functional efforts between vendors, testing environments, software services, and Military Treatment Facilities (MTFs) to ensure software compliance and timely updates
Lead service introduction and transition activities (readiness criteria, runbooks, training, monitoring/alerting, knowledge articles) to ensure smooth handoffs from development/test to operations.
Own service level management (SLAs/SLOs/SLIs): set targets with stakeholders, establish dashboards and KPIs (availability, latency, throughput, error budgets), and drive corrective actions when targets are at risk.
Direct release and change management in coordination with Change Advisory Boards (CAB), including release planning, risk assessments, implementation plans, back-out procedures, and post-implementation reviews.
Oversee configuration and asset management (CMDB accuracy, baselines, license and capacity planning) to maintain audit-ready records and support impact analysis.
Orchestrate vulnerability and patch management with cybersecurity and infrastructure teams (prioritization, maintenance windows, success criteria, exception tracking) to sustain authorization and reduce risk.
Maintain operational playbooks, SOPs, and knowledge artifacts; ensure ServiceNow (or equivalent) tickets, changes, problems, and configuration items are timely and accurately recorded.
Plan and execute end-of-life and decommissioning activities for legacy components, including data retention, security sanitization, dependency remediation, and stakeholder change communications.
Support documentation control, stakeholder engagement, and issue escalation across site support activities
