DESCRIPTIONS OF DUTIES/ESSENTIAL FUNCTIONS:
The purpose of the ID Badging section is to provide a safe and secure environment throughout the Houston Airport System. This team is responsible in performing duties in the credentialing office to process airport security badges for access authorization to airport controlled and secure areas. This section is responsible for Transportation Security Administration (TSA) and Customs and Border Protection (CBP) regulatory compliance and customer service.
The purpose of the Airport Operations Specialist (Badging) position is to maintain a safe and secure airport environment by acting as a trusted agent as defined by TSA 49 CFR, Part 1542, Security Directive. Performs supporting and operational activities by conducting applicant vetting through Criminal History Records Check (CHRC) and Security Threat assessment (STA), utilizing FBI, TSA, TSC credentialing profiles for the issuance of Airport identification Media. Enforces regulations to ensure a safe and secure environment by managing appropriate access control clearance code assignments. Reports unsafe conditions and policy/procedure violations and initiates enforcement actions by conducting audits as required by the TSA. Observes and reports operational, safety and security concerns by conducting quality control actions of identification badge of application process to ensure regulatory standards are met. Performs and maintains reports on security activities, such as TSA mandated and weekly and/or monthly management reports. Inputs and up-dates multi-airport ID media profiles. Reviews, updates, corrects, and teaches the Authorized Signatory training program. Processes and reviews customer billing. Meets and communicates with internal and external customers, such as airline, tenant and airport personnel to provide customer service and general assistance and resolves functions of the Badging Office problems. May lead, train, and monitor work activities. Contributes to the team effort by performing related duties as needed. "Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required."
The responsibilities of this position include, but are not limited to:
Inspects airfields and airport terminal areas and the perimeter to ensure a safe and secure environment. Prepares inspection reports. Reports unsafe conditions and policy/procedure violations and initiates enforcement actions.
Maintains constant surveillance and radio contact with the Control Tower. Identifies and anticipates operational, safety and security concerns and initiates corrective action.
Meets and communicates with airline, tenant and airport personnel and resolves problems with airport customers and tenants.
Observes and reports tenant and airline activities to ensure compliance with airport leases, contracts, standards and policies/procedures. Reports violations to supervisor.
Performs airfield safety activities, such as monitoring construction and maintenance work activities in operational areas, removing birds and animals from runways and notifying airline personnel and TSA of dangerous runway conditions.
Initiates NOTAMS as required by federal regulations and maintains operations log of airfield activities.
Performs and maintains reports on security activities. Communicates and implements the airport security incentive program.
Performs and reports traffic and curbside management duties. Enforces parking regulations and issues parking citations. Initiates vehicle tows.

WORKING CONDITIONS
The position is routinely requires lifting of moderately heavy items, such as @typewriters or records boxes (up to 40 pounds) and/or very long periods of walking and standing on rough surfaces on a routine basis. There are routine discomforts from exposure to moderate of heat, cold, moisture/wetness and unpleasant air conditions. The position may involve routine exposure to soiled materials and light chemical substances such as cleaning solutions. Performing these duties also involve operating city vehicles; making visual observations and differentiating details; applying specialized information; attending to details amid distractions; dealing with people in tense situations; using two-way radios; reacting quickly with dexterity and coordination. Must be willing and available to work all shifts, including rotation, weekends and holidays.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's Degree in Aviation Management, Airway Science, Criminal Justice, Law Enforcement, Business Administration, Public Administration or a related field.
EXPERIENCE REQUIREMENTS
Six (6) months of experience in airport operations, airport security or airport safety are required.
Directly related professional experience in airport operations/security may substitute for the above education requirement on a year-for-year basis.
LICENSE REQUIREMENTS
Requires a valid Class C Texas driver's license and compliance with city's policy on driving (AP 2-2).
PREFERENCES
Preference will be given to applicants with knowledge in the areas of criminal history record checks and management thereof. Experience with credentialing and/or identification software applications and advanced MS Office (Excel) level of experience is a plus. Comprehensive knowledge of both federal and state laws. Able to communicate problems and provide alternate solutions, often in tense situations, with all levels of internal & external customers diplomatically and effectively. Complete assigned tasks with minimal supervision and research experience are preferred.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
