Assistant Director of Financial Planning and Analysis

: Under general direction, plans, organizes, and manages analysts within the Finance Department including financial transaction analysis, reporting, and recordkeeping in accordance with Generally Accepted Accounting Principles (GAAP) and Federal, States, and Local laws and policies. Plans, organizes, implements, and evaluates the preparation and distribution of periodic financial statements, budgets, forecasts and trend analyses, revenue and expenditure projections, cash management and cash flow analyses, and other financial activities.

Essential Functions

: - Plans, manages, and oversees the daily functions, operations, and activities of the Finance Department's functions, including preparing, monitoring, forecasting, and analyzing financial information, financial processing, reporting, and record-keeping;

Participates in the development, administration, and oversight of the department budget; determines funding needed for staffing, equipment, materials and supplies; ensures compliance with appropriated funding;

Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement;

Manages, coordinates, prepares, and analyzes long-term financial plans including annual operating and capital budgets, monthly/quarterly budget to actual review, and forecasting and long-term financial planning;

Establishes, recommends, updates, coordinates, and manages a variety of financial policies and procedures including general accounting, financial analysis, procurement, debt management, investment management, grant management and capital asset management; prepares and updates the City's comprehensive financial plan document;

Prepares and analyzes a variety of complex financial reports, statements, and schedules; prepares periodic and special reports, including monthly, quarterly and annual financial reports, State Comptroller reports and the City's Comprehensive Annual Financial Report (CAFR);

Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards;

Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate;

Serves as a liaison for assigned functions with other City departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces as necessary;

Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action;

Perform other assigned duties as required.

Qualifications

: Completion of a bachelor degree in finance, business administration, or a related field with an additional five years' experience in financial administration, investments, banking, or any related field, or any combination of relevant education and experience.

Prefer a graduate degree in Finance or MBA, or a CFA or CPA

: KNOWLEDGE OF:

Principles and practices of public finance, including general and governmental accounting, auditing, and reporting functions;

Principles and practices of financial and quantitative analysis;

Principles and practices of public administration and budgeting;

Principles and practices of municipal debt, debt management, and cash flow management;

Principles and techniques for servant leadership and working with groups to foster effective and productive teams;

Techniques for providing a high level of customer service by effectively dealing with the public, agencies, advisors, underwriters, and City staff.

Prepare and administer large and complex budgets and debt schedules while maintaining accurate records of transactions;

Analyze, interpret, summarize, and present technical information and data in an effective manner;

Conduct complex projects and forecasts, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports;

Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments;

Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks;

Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax;

Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines;

Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Ability to occasionally lift up to 25 pounds;

Ability to occasionally carry up to 25 pounds;

Ability to frequently stand and walk;

Ability to occasionally kneel;

Ability to frequently pull or push objects;

Ability to rotate upper trunk to right or left while sitting or standing;

Ability to frequently reach above, at, or below shoulder height;

Ability to frequently handle objects.
