Summary The Health System Specialist (Corporate Compliance Investigation Coordinator) oversees and conducts investigations across STVHCS, including AIBs, OAWP, OIG Hotlines and non-case referrals, OGC, GAO, EEO/HPP, and administrative tort claims. The role requires expert knowledge of VHA policies and investigative methods, managing sensitive data, producing reports, coordinating with leadership, law enforcement, and unions, providing training, analyzing trends, and advising leadership to mitigate risks Responsibilities The Corporate Compliance Investigation Coordinator (CCIC) is responsible to coordinate and oversee all incoming requests for investigation and/or fact findings from a variety of oversight organizations including, but not limited to Administrative Investigative Boards (AIB), Office of Accountability and Whistleblower Protection (OAWP), Office of Inspector General (OIG), Office of General Counsel (OGC), Government Accountability Office (GAO), Equal Employee Office (EEO), Harassment Prevention Program (HPP), small administrative Tort Claims, and internal staff issues not resolved at the service level. The CCIC must use a high level of knowledge and skill in performing a variety of standard and nonstandard assignments in resolving a wide range of complaints and/or allegations. The CCIC manages, coordinates, and oversees many administrative and program activities (i.e., coordinating and conducting meetings, conferences, trainings, drafting various documents/reports, issue briefs, Executive Summaries, etc.) typically requiring extensive coordination, research, interviewing, and adhering to policy and procedures in completing the investigation. The CCIC must have an extensive knowledge of VHA Handbooks, Directives, Policies and additional institutional guidelines to mitigate any potential adverse risk to the agency and the VHA's overall reputation of the VA and the Facility. This extensive knowledge must also include methods of standardized, optional and innovative investigation procedures, techniques, and processes to investigate and/or gather facts surrounding complaints and/or allegations. The CCIC manages, processes, and completes all small administrative Tort claims investigations from Veterans, visitors/guests/or family/caregivers of the Veteran, and STVHCS employees. The CCIC provides quantitative and qualitative analysis of findings obtained during investigation(s) and/or fact finding(s) and other compliance areas as directed. The CCIC performs analytical and evaluative work associated with tracked and trended results of investigation(s) and/or fact finding(s) activities as well as the extraction and collection of the data for analysis. The CCIC will perform audit, analytical, and evaluative work associated with the Compliance Program activities as well as the extraction and collection of the data for analysis. The CCIC oversees the development and implementation of regular and effective education and training for all STVHCS employees on issues relating to conducting fact findings and investigations. The CCIC leads and assists ELR/HR in the performance of training, in-services and other educational activities to staff on topics of Fact Findings, Investigations, and investigation reports including report formatting for submissions to external agencies and offices. The CCIC regularly reviews feedback from provided trainings, training attendees, Service Chief comments, and updates to VHA and station policies to ensure compliance within the local STVHCS Fact Finding training process. Examples of specialized experience would typically include, but are not limited to: coordinating and conducting investigations and fact findings referred by oversight bodies; applying knowledge of directives, policies, and regulations to ensure compliance and safeguard sensitive information; gathering evidence, conducting interviews, preparing reports, and briefing leadership on findings within established timelines; analyzing and trending data from investigations to identify systemic issues and recommend corrective actions; developing and delivering training on investigation procedures in collaboration with human resources, legal counsel, and equal employment offices; managing administrative and financial aspects such as budgets, contracts, and Tort Claim reimbursements; and serving as liaison to union officials, law enforcement, and oversight agencies to ensure communication, adherence to regulations, and protection of employee rights. .
