Description of Work Unit
The mission of the Colorado State University Engineering and Capital Construction Section is to provide engineering and construction management for new construction, renovation, controlled maintenance and replacement of the physical facilities and infrastructure at Colorado State University. Engineering and Capital Construction provides engineering, environmental, sustainability, and construction project management services, to assist Facilities Management and University customers in support of the University's Mission, Strategic Plan, and Physical Development Plan.
Position Summary
The Assistant Director of Engineering and Capital Construction serves as a member of the Facilities Management (FM) leadership team, sharing responsibilities for day-to-day operations within the FM department. This position leads, facilitates and coordinates the engineering and construction management of multiple major and minor capital projects, ensures project goals are met within the prescribed schedule and budget, oversees the engineers providing engineering services to the Trades Maintenance and Utility Services groups of FM, and oversees FM's sustainability and environmental/regulatory compliance efforts. The Assistant Director is responsible for supervision of the Engineering (including Environmental and Sustainability) and the Construction Management sections of FM.
Additional responsibilities of the this position include:
Plan, organize and direct major maintenance, repair, and renovation of buildings and related facilities and systems.
Plan, develop, implement and direct the engineering and project management of the department's Controlled Maintenance project list in coordination with FM leadership.
Serve as a liaison to the campus community to effectively and properly coordinate FM engineering and project management services, so that the highest possible level of customer satisfaction is attained.
Represent FM in a professional and responsible manner on various University committees and in various meetings.
Oversee the section's operating budget of $3M. Advise and support all capital construction and maintenance engineering projects totaling $125M+ of annual project spend. Ensure legal compliance of the work performed by University personnel and/or external design consultants, construction contractors and/or contracted project management services, and oversees environmental regulatory compliance tasks assigned to the FM Environmental Engineer.
Work with and oversee Sustainability staff to advocate for and implement projects that move the university towards its' sustainability goals.

Required Job Qualifications
Bachelor's degree from an accredited institution in Engineering, Architecture, Construction Management, Project Management, or related field.
5 years of demonstrated progressive leadership experience.
10 years of demonstrated experience managing engineering teams through design and construction of facilities projects or multiple construction projects with at least 5 years' experience with the construction and/or renovation of a broad range of building @types with increasing complexity and responsibility in architecture, mechanical, electrical, structural, or civil engineering.

Bachelor's degree
5 years of demonstrated progressive leadership experience.
15 years of experience managing engineering teams through design and construction of facilities projects or multiple construction projects with at least 8 years' experience with the construction and/or renovation of a broad range of building @types and with increasing complexity and responsibility in architecture, mechanical, electrical, or civil engineering.
Preferred Job Qualifications
Professional Engineer, Registered Architect, Project Management Professional ( PMP ), or Certified Construction Manager ( CCM ) license/certification.
Additional certifications or licenses demonstrating commitment to continued education in relevant areas (examples: LEED , CEFP , CEM , related Building Code)
Advanced degree in a related field
Demonstrated excellent written and verbal communication skills and ability to engage with and facilitate various stakeholder groups. Adept in active listening, conflict resolution, and dealing with difficult situations in a positive manner. Ability to establish and maintain professional working relationships across a wide range of individuals and levels within an organization, including upper management and client users.
Strong demonstrated capabilities in planning, budgeting, and management of a professional unit within a large complex campus or similar organizational setting.
Strong skills in project management and data analysis/visualization.
Skills in leadership and supervision, including the ability to coach, mentor, engage, and support staff in creating a positive workplace. Demonstrated achievement in growing and retaining a team, providing guidance that promotes civility and respect in the workplace and coaching others to work collaboratively and effectively to support each other and the organization.
Experience in analyzing, interpreting, and preparing construction documents, contracts, and technical and financial reports
Experience in one or more software application related to:
Computer-aided Design and Drafting ( CADD ) and design review-related software (e.g., AutoCAD, Bluebeam, Revit)
Computerized Maintenance Management System ( CMMS ) or similar system, (e.g.,Maximo, AssetWorks AiM, TMA )
Previous higher education, similar large government, or large industry-related facilities experience

Supervise full-time professional personnel who provide engineering services and administer pre-construction, construction, and post-construction phase services associated with capital improvements, including new construction and major controlled maintenance;
Collaborate with the Associate Director of Design and Contracting, and participates as a voting member in the qualification-based selection process for the selection of project teams to be recommended for employment by CSU .
Collaborate with the other directors within the Capital Planning and Programming Section (Assistant Director for Campus Planning, Associate Director for Design and Contracting, Assistant Director for Project Accounting) to ensure successful cradle-to-grave delivery of projects and to establish and improve standard processes for project delivery.

Establish short and long-range goals, staffing plans and business strategy for the Engineering and Capital Construction Unit and participate in similar efforts for the FM Department;
Develop and maintain policies and procedures for providing engineering design and technical services;
Develop and maintain policies and procedures related to project management for pre-construction and construction execution of capital projects, including development, administration, implementation, and adherence to the Office of the State Architect ( OSA ) and CSU Facilities Planning, Design, and Construction Standards;
Responsible for the unit operating budget of over $3M;
In coordination with the Assistant Director of Project Accounting and Associate Director of Design and Contracting, develop and continually monitor project budgets for all capital improvement projects administered by FM;
Establish cost control procedures to keep projects within budget;
Administration of section reporting including the monthly project status reports and the unit annual report;
Coordinate activities with the Physical Development Committee and Master Plan Committee for construction and project delivery;
Represent the FM department through service on various campus committees;
Negotiate contract changes successfully with contractors. Recommends resulting changes to the Associate Director of Design and Contracting for contract amendment ratification.
Responsible for development of the pre-construction and construction phase Professional Services Agreements for Project Managers;
Performs other duties as assigned by the Associate Vice President, Capital Planning and Programming.

Quality Assurance Assessment:Assist the Associate Vice President, Capital Planning and Programming with implementation of the quality assurance assessment plan;
Project Technical Oversight:Assist project managers and coordinators in reviewing project status and issues;
Facilities Standards Updates:On an as-needed basis, provide consultation on the establishment and implementation of engineering design specifications of the CSU Facilities, Planning, Design, and Construction Standards in coordination with the Associate VP of Facilities Operations and Associate VP of Capital Planning and Programming;
Building Design Projects:
Design Services - Upon request, provide engineering design and construction services oversight for remodel and new building projects;
Project Review - Provide written review of all projects submitted by Design. Coordinate comments with project managers, A/E and contractors;
Revenue and Expense Review - Provide monthly reviews of budgets and expenses. Identify revenue projections, address shortfalls early and make adjustments;
Responsible for the operation and function of the section; provides leadership and direction to the section staff; technical & quality assurance and compliance;
Building Electrical and Mechanical Operations and Maintenance. Oversees the engineering team's performance of the following duties:
Routine Maintenance programs - Develop, review and coordinate implementation with the Associate VP of Facilities Operations. Assist in estimates of annual costs and review of actual costs. Adjust program to meet safety, regulatory and budget constraints;
Work with the Associate VP of Facilities Operations to review and update Building Maintenance plans;
Develop & implement a building audit inspection program for compliance with the Associate VP of Facilities Operations; minor and major repair projects- Assist the Associate VP of Facilities Operations in the identification, cost estimate, design and construction of repair projects;
Building Project Database List - Assist the Associate VP of Facilities Operations in developing and submitting building repair and replacement projects
Electric and Mechanical System Modeling - Develop and maintain electric and mechanical system modeling for utilities and buildings.
Energy Conservation Program.
Review and analyze utility data for campus buildings to document and understand energy use and trends;
Investigate, develop and recommend energy conservation projects with a focus on in-house maintenance opportunities as well as larger funded projects;
Coordinate with outside governments and/or utility companies to seek funding for new energy conservation opportunities. Route all opportunities through Utilities Energy Engineer;
Ensure projects meet the requirements for energy conservation of Campus Climate Action Plan.
Monitors and reviews federal, state and University rules and regulations affecting the delivery of capital improvements.Collaborates with the Associate Director of Design and Contracting (University Architect) to make recommendations to the Office of the State Architect regarding both contracts and procurement process.

Ensure university compliance with all applicable federal, state, and local environmental regulations and procedures, such as Stormwater, Drinking Water, and Air Emissions programs.
