Summary This position is located in Defense Information Systems Agency, CF/Office of the Chief Financial Office at Scott AFB, IL. Responsibilities Maintenance and daily analysis of transactions affecting the control and subsidiary ledger operations. Maintaining accounting controls over costs and revenues, assets (including property), and liabilities. Preparing and analyzing the monthly, quarterly, annual , and ad hoc accounting and financial management statement and reports. Analyzing and interpreting the accounting treatment of the DWCF-TSEAS proprietary and budgetary accounts. Study and application of the statutory provisions, regulations, and procedures governing the accounting operation of the DWCF-TSEAS. Preparing narrative analysis of significant factors, indicating trends or situations requiring review or corrective action. Analyzing accounting and finance data related to each of the program elements of the DWCF-TSEAS. Analysis used to make decisions and/or recommendations to senior management, as required. Requirements Conditions of Employment Qualifications Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. Basic Requirement: This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below: Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Candidates may also qualify through a combination of education and experience: at least 4 years of professional accounting experience (at least one year must be equivalent to the journeyman level) or an equivalent combination of professional accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as a Certified Public Accountant or Certified Internal Auditor. AND Specialized Experience: In addition to meeting the Basic Requirement for the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required. Specialized experience is defined as: Applying federal regulations and accounting standards in overseeing accounting records; determining and maintaining internal controls; and preparing and analyzing the monthly, quarterly, annual, accounting and financial statements and reports. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.
