Position will serve as a Project Engineer II in the Division Design Construct Unit in Division 2. The Division Design Construct (DDC) Unit primary purpose is to produce and review roadway design plans, create various estimates, create contract documents, and to provide technical expertise on these subjects to internal and external partners. The essential function of the Project Engineer II in the DDC Unit is to provide advanced computer aided drafting design (CADD) for division managed projects, coordinate with other technical Units and private engineering firms as it relates to the use of MicroStation, Geopak, Corridor Modeling, and Open Roads Technology (ORD) in the preparation of roadway design plans. The position will also require assistance in design, reviews, cost estimates, and other tasks for various projects in other Units as directed by Division 2. Work will include but is not limited to the following: developing and troubleshooting software issues related to roadway design plan production; development and review of roadway design plans; assisting with the implementation of ORD within the Unit; and communicating verbally and in writing with internal and external customers. This position will develop and/or review roadway design plans to comply with guidance found in the Policy on Geometric Design of Highways and Streets, Roadside Design Guide, Roadway Design Manual, Subregional Tier Guidelines, NCDOT Standard Specifications and Standard Drawings, and other NCDOT policies and procedures. This position will assist with managing supervisory and administrative functions to support the DDC Unit. Coordination and verbal communication will be daily occurrences across various Units and Divisions including local government and the public.
Knowledge, Skills and Abilities / Competencies
Management prefers applicants that demonstrate the following:
Experience in the use of professional engineering principles and practices to troubleshoot and solve roadway design challenges
Working knowledge and skill in the use of computer equipment, software such as Microstation, GeoPak, Bentley ORD, Microsoft Office and mathematical functions
Experience making recommendations and decisions for simple or complex project development based on reviewing plans for completeness, compliance with engineering principles, standards, and design needs
Experience working in a team environment to complete assignments
Experience analyzing and interpreting highway construction plans
Additional Expectations:
Skills to adequately perform the required assignments include a working knowledge of the organizational objectives of the unit and Department. The selected applicant will be expected to evaluate moderately complex project specifications for completeness, compatibility, compliance with engineering principles, standards, codes and design needs. The selected applicant will be expected to perform reviews/audits to ensure that proper procedures are followed. The selected applicant will be expected to identify and resolve project changes. The selected applicant will be expected to make recommendations and decisions on non-routine engineering matters or other areas requiring technical engineering expertise. The selected applicant will be expected to communicate orally and in documents clearly, concisely and organized manner reports addressing moderately complex engineering concepts and facts. The selected applicant will be expected to provide consultation to internal and external customers related to the specific project. The selected applicant will be expected to develop and/or create informational products and develop and implement short-term strategies. The selected applicant will be expected to legally operate a motor vehicle.

Minimum Education and Experience: Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Special Qualification: May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
