This is a temporary position to cover for an employee on leave. The Department of Mental Health (DMH) is seeking an experienced candidate to fill the position as Healthcare Facility Inspector. The candidate serves as a licensing surveyor for DMH licensed facilities throughout the state and is an integral member of the Licensing Division team. This position works as part of a team in our Division of Clinical and Professional Services within the Licensing Division to function as a nurse surveyor to plan, schedule and coordinate on- site surveys and inspections to the almost 70 licensee hospitals and IRTPs in the Commonwealth including the free-standing psychiatric facilities and the psychiatric units located within the general hospital system. The nurse surveyor will assess all aspects of nursing related and DMH Licensing regulatory concerns. This is a Temporary Sick Leave Backfill position. Please note, the duration of this position will cease on or before January 25, 2026. /Duties and Responsibilities (these duties are a general summary and not all inclusive):/ Assesses all aspects of nursing related concerns as well as all aspects of hospital compliance with DMH statutes, regulations, policies and standards. Provides technical assistance and consultation on DMH licensure requirements to facilities subject to DMH licensure. Provides technical assistance and consultation in nursing standards of practice and psychiatric practice to facilities subject to DMH licensure. Reviews facility applications for initial, renewal, and changes of licensure and provides consultation to facility representatives regarding incomplete and/or deficient applications. Provides consultation to staff within DMH Licensing by reviewing tasks completed, monitoring performance, preparing and reviewing written reports, and providing feedback to the HCFI II and the Director of Licensing. Conducts review of human rights programs at DMH licensed facilities, interviewing the Human Rights Officer and reviewing complaint logs. Provides instruction to attendees at the biannual DMH HRO trainings. Conducts review of group programming at DMH licensed facilities, interviewing relevant staff regarding the design, rationale and evaluation of the program on a regular basis. Prepares comprehensive clinical reports to inpatient units regarding results of on-site inspection visits. Assists the Director of Licensing in reviewing, constructing and drafting decision letters and addresses as necessary other patient/family complaints under 104 CMR 32:00 and /or other applicable DMH regulations. Submits, tracks, and reviews facility responses regarding complaints received from various sources and agencies. Provides technical assistance and concentrated monitoring to those facilities whose performance is below the acceptable standard of care. Supports improvement processes at the licensed facilities, by requesting and reviewing, as necessary, performance improvement projects and/or corrective action plans in order for the facilities to demonstrate compliance with the regulatory requirements for licensure. Plans, schedules, and directs certain aspects of clinical on-site inspections to children and adolescent inpatient and IRTP units, as well as IDD/ASD units. Develops monitoring mechanisms and identifies reporting requirements for specific aspects of facility practice. Monitors staffing levels at facilities subject to DMH licensure, during licensing visits, and as needed based upon complaints or incident reports received. Participates in the development, amendment, and interpretation of regulations governing the licensing process in conjunction with the Director of Licensing and the DMH Legal Office. Provides consultation regarding the revision of DMH policy and standards regarding clinical practice. Monitors the use of restraint and seclusion at DMH facilities, during licensing visits, and as needed based upon complaints or incident reports received. Works with DPH staff - supervisors and health care facility inspectors at DPH on "cross-over" projects related to monitoring and licensure. Performs other related duties as assigned for the Office of Clinical and Professional Services. _Required_Qualifications: Knowledge of CMS requirements and Joint Commission accreditation and certificationstandards. Knowledge of statutory requirements and regulatory requirements as they relate to the determination of hospital licensure and accreditation. Knowledge of nationally utilized survey tools, data gatheringprocesses. Knowledge of a broad range of information related to nursing practice standards and an ability to apply these standards and evaluate nursing practice. _Preferred_Qualifications: Extensive inpatient psychiatric nursing experience. Licensing survey or regulatory experience in healthcare. Given the population served, bilingual or multilingualfluency. Minimum Entrance Requirements: Applicants must have (A) at least three years of full-time, or equivalent part-time, experience as a registered nurse in a recognized hospital, clinic or medical facility, and (B) of which at least one year must have been in a supervisory, administrative, or managerial capacity or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in nursing may be substituted for a maximum of one year of the required (A) experience. II. A Graduate degree with a major in nursing may be substituted for a maximum of two years of the required (A) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: No substitutions will be permitted for the required (B) experience. Special Requirements: 1. Current and valid registration as a professional nurse under the Massachusetts Board of Registration in Nursing. 2. Possession of a current and valid Class D Massachusetts Motor Vehicle Operator's License. Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines.
