POSITION GENERAL SUMMARY:
The Assistant Chief Deputy reports directly to the Chief Deputy and works in conjunction with the Assessor to help establish, implement, and maintain the office's overall vision, strategy, and initiatives. This position assists the Chief Deputy in the daily management of the Assessor's Office, overseeing specific personnel and operations. Additionally, the incumbent serves as a representative of the Chief Deputy and Assessor in their absence, ensuring continuity of leadership and office functions.
DISTINGUISHING FEATURES OF THE CLASS:
The incumbent is expected to be self-motivated, exercising independent judgment and discretion. This leadership position requires professionalism, a balanced temperament, and the confidence to address challenges directly. Highly developed interpersonal skills are essential for effectively communicating complex and sensitive issues with office personnel, county peers, elected officials, and the public.
Essential Functions
Participates in the development of the office's strategic management;
Recommends goals, initiatives, and innovative best practices to the Assessor and Chief Deputy;
Assists in establishing and implementing office-wide and divisional policies and procedures;
Develops standard operating practices for both Chief Deputy and Assistant Chief Deputy positions;
Reviews and evaluates the effectiveness of office practices and initiatives;
Participates in the interviewing, selection, and hiring of personnel;
Supervises personnel, assigns work, and reviews and evaluates performance;
Mentors, coaches, and counsels personnel to support professional development;
Performs administrative tasks, including record-keeping, reporting, and data analysis;
Addresses workplace conflicts by gathering and analyzing facts to resolve issues effectively;
Assists with the development and management of the Assessor's budget;
Monitors the office's budgeted purchases, revenue, and expenses;
Negotiates contracts to ensure fiscal responsibility and operational efficiency;
Reads and interprets Idaho Code, administrative rules, and county ordinances, and monitors legal compliance;
Consults and coordinates with the prosecutor's office on legal matters;
Interacts with the public and other agencies to foster positive relationships;
Represents the department at meetings and conferences;
Monitors and participates in Idaho's legislative process;
Develops and conducts effective and persuasive presentations on complex topics for diverse audiences;
Assists with researching, planning, evaluating, implementing, and overseeing technology solutions;
Assumes responsibilities of the Chief Deputy in their absence.
ADDITIONAL FUNCTIONS:
Performs related duties as required.
Job Requirements
Bachelor's degree from an accredited university in Business Administration, Management, Public Administration, or a related field, or an equivalent combination of education and experience;
Master's degree from an accredited university in Business Administration, Public Administration, or a related field preferred;
A minimum of 3 years of supervisory and management level experience;
A minimum of 5 years of experience in the appraisal field at the level of Senior Appraiser preferred;
Assessment Administration Specialist (AAS) certification is preferred;
Experience with interpretation and application of Idaho Code and Administrative Rules on property tax and motor vehicle registration and titling preferred;
Knowledge of the functions of the Assessor's Office;
Knowledge of property tax law and administrative rules;
Knowledge of International Association of Assessing Officers (IAAO) standards of practice;
Knowledge of economic concepts, principles, and practices relating to valuation of real estate;
Knowledge of principles and practices of Ad-Valorem mass appraisal practices and related systems;
Knowledge of Department of Motor Vehicle (DMV) systems and processes;
Knowledge of Geographic Information Systems (GIS);
Knowledge of lean operations, quality tools and practices;
Knowledge of professional management practices, budgeting, principles of finance and economics;
Knowledge of building construction practices;
Knowledge of effective employee supervision and motivation;
Knowledge of office equipment, personal computers, and related software applications;
Ability to motivate and supervise employees and division management;
Ability to multi-task, work under pressure and meet deadlines;
Ability to develop, implement an interpret regulations, policies; and procedures and explain complex information in and understandable manner;
Ability to institutionalize organizational structures and business processes and develop written procedures and key performance metrics;
Ability to compile data and information for reports and compose correspondence;
Ability to communicate effectively verbally and in writing;
Ability to make clear and concise verbal and written presentations in private or group settings;
Ability to maintain confidentiality of proprietary information, of personnel issues, records and sensitive matters;
Ability to work under own initiative and utilize independent judgment;
Ability to plan and organize personnel and financial resources into effective and efficient execution of operational plans;
Ability to gather and analyze data, conclude and develop a clear plan of action to implement processes and procedures to solve problems;
Ability to work as part of a team and direct others to accomplish department goals;
Ability to work effectively with employees, department directors, elected officials, vendors and the general public;
Ability to read property records, legal descriptions, meets and bounds, deeds, plat books, maps, drawings, site plans. and blueprints.
OTHER REQUIREMENTS
Obtain and maintain status of a Certified Ad-Valorem Appraiser by the State of Idaho;
Must adhere to a professional code of ethics as a sworn Deputy Assessor.
Work Environment & Physical Demands
Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
May be required to lift objects up to 20 lbs;
Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
