Depending on experience, act as examiner-in-charge (EIC) of either smaller, medium, large or complex institutions, problem or non-problem in-house systems and serviced institutions, money service businesses, and participates at multiregional data processing services. Effectively communicate examination results through established written report procedures and verbally through meetings with management and personnel. Assist in examinations of large, complex, or problem IT operations. Recommend corrective action for weaknesses found during examinations.Job Duties:and#8226;Analyze areas of concern and personnel needs for upcoming examinations.and#8226;Audit, examine, or review IT activities as EIC for banks, trust companies, money service businesses, and financial institution service providers.and#8226;Evaluate information processing operations for management oversight, audit coverage, operational support and delivery, and software development and acquisition. Detects weaknesses in these areas.and#8226;Recommend strategies, plans to effect corrective actions, and programs to monitor progress in addressing detected weaknesses.and#8226;Communicate examination findings to senior bank management and Board of Directors through oral presentation. and#8226;Prepare written comments and conclusions of all component areas when acting as the examiner-in-charge.and#8226;Prepare written examination reports as prescribed by Departmental guidelines. Create written products including memos, letters, reports, and/or policies and procedures for internal and external audiences.and#8226;Establish and adhere to project or examination schedules to ensure timely completion of all required work.and#8226;Attend all assigned schools and training seminars.and#8226;Conduct, with supervision, reviews of examination reports.and#8226;Provide supervision, training and evaluation of other examiners.and#8226;Monitor condition of IT operations through off-site procedures, with minimal supervision.and#8226;Make judgments in applying rules, regulations, trends and developments as they relate to bank operations, information systems management and detected technology risks. Use sound judgment to determine adequacy of managementand#8217;s commitments for corrective action.and#8226;Stay informed and knowledgeable of industry developments.
Qualifications: Minimum Qualification:Education and Experience:Note: This is an Information Technology position.Financial Examiner IV Requirements:and#8226;Graduation required from an accredited four-year college or university with major course work in finance, accounting, business administration, economics, computer science/information technology or other technology related degree.and#8226; A graduate degree in finance, accounting, business administration, economics, computer science or job-related field may substitute for an undergraduate degree that is not business or technology related.and#8226;Four yearsand#8217; progressive, responsible experience in regulation, examination, or audit, and analysis of financial institutions (i.e. Federal Deposition Insurance Corporation, Federal Reserve Bank, Office of Comptroller of the Currently). oQualifying experience must include one or more of the following: oConducting safety and soundness or information technology examinations at a financial institution or data center, oServing as an auditor on technology audits of security controls or policies of financial institutions or data centers, or oAdministering information security programs or other key data center functions at a financial institution.and#8226;Must be Current Certified Information Systems Auditor (CISA) certified.Financial Examiner V Requirements:and#8226;Same educational requirements as the Financial Examiner IVand#8226;Five yearsand#8217; progressive, responsible experience in regulation, examination or audit, and analysis of financial institutions (refer to items under Financial Examiner IV for qualifying experience specifications).Financial Examiner VI Requirements:and#8226;Same educational requirements as the Financial Examiner Vand#8226;Six years progressive, responsible experience in regulation, examination or audit, and analysis of financial institutions (refer to items under Financial Examiner IV for qualifying experience specifications). Financial Examiner VII Requirements:and#8226;Same educational requirements as the Financial Examiner VIand#8226;Eight years progressive, responsible experience in regulation, examination or audit, and analysis of financial institutions (refer to item under Financial Examiner IV for qualifying experience specifications). and#8226;Must be a current or former financial institution examiner commissioned by the Federal Depository Insurance Corporation, Federal Reserve Bank, Office of Comptroller of the Currency, National Credit Union Association, Texas Department of Banking, or another state banking authority.Copy of official college transcripts must be submitted with The State of Texas Application for Employment.Preferred Qualifications:and#8226;Be a current or former financial institution examiner commissioned by the Federal Depository Insurance Corporation, Federal Reserve Bank, Office of Comptroller of the Currency, National Credit Union Association, Texas Department of Banking, or another state banking authority (FE IV and#8211; VI classification levels).and#8226;A minimum of six hours in accounting to include basic and/or intermediate accounting.and#8226;Completion of graduate banking school.and#8226;Bilingual in Spanish and English with the ability to communicate well, both verbally and in writing.and#8226;Experience as examiner-in-charge (EIC) of all @types of examinations involving large, complex, and/or problem institutions.Special Requirements:and#8226;Position requires extensive overnight travel on a frequent basis (at least 50 % overnight travel).and#8226;Must possess or obtain within 90 days a valid Texas Driverand#8217;s license. Satisfactory driving records are required for driving any vehicle to conduct agency business.
