Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, MD. Responsibilities Captures and catalogs incoming correspondence and other information requests requiring the Command executive leadership's attention and/or signature to facilitate its tracking. Brings cognizant leaders' attention to these items, including providing explanation of their nature and, as appropriate, suggested courses of action (COAs). Manages and documents the status and review/comment of responses during all stages of development. Also manages circulation of draft materials requiring multiple approvals and signatures, including maintaining careful version control. Collaborates with the knowledge management team to capture all materials for the Command's knowledge base. Where appropriate, identifies relevant precedents and recommends knowledge base content that may serve as a model for development of responses to correspondence and other related materials. As such COAs are approved, assumes responsibility for preparing draft responses. Ensures such materials are organized and accessible in a timely manner, kept confidential, and maintained in a manner consistent with their assigned security classification. Maintains detailed status records to ensure contributors make necessary progress to achievement of assigned objectives. Prepares first drafts of correspondence. Proofreads and edits draft electronic and hard copy correspondence, as well as other documents and office communications before they are presented for review/approval and signature by the executive leadership. On a recurring basis, generates correspondence management reports to keep the Command Secretariat and executive leadership informed of key performance metrics (e.g., time required to develop responses of different @types). Generates reports useful in improving understanding of the correspondence function in its current state. One year of specialized experience would be demonstrated by: 1) Researching materials to provide appropriate responses to inquiries; AND 2) Coordinating with staff to ensure that documents are completed in accordance with regulatory and organizational compliance; AND 3) Evaluating administrative processes such as, correspondence management, to determine deficiencies and improvements; AND 4) Drafting and editing documents to ensure their accuracy. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
