Summary About the Position: Serves as Branch Chief and directs the work of employees involved in activities associated with developing, analyzing and advising on risks and scheduling within the Pittsburgh District, by assisting senior leaders with the development and maintenance of all schedules including the integrated master schedules for all inland navigation mega projects. Responsibilities Develop and maintain integrated master schedules by analyzing milestones, contractor performance, and programmatic dates to ensure horizontal and vertical traceability across schedule levels. Perform schedule and risk analyses using critical path and risk assessment methodologies to validate completeness, accuracy, and adherence to program objectives. Investigate cost and schedule variances by interfacing with engineers, managers, contracting officers, and other stakeholders to identify root causes and corrective actions. Integrate program assessments and documentation by preparing statutory and regulatory reports, ensuring compliance with DoD acquisition requirements, and advising leadership on risks and readiness. Represent the organization on technical committees by developing procedures, presenting policy implications, and defending schedule recommendations to senior government and contractor officials. Provide expert technical advice and recommendations on schedule management, risk mitigation, and alternative courses of action to support decision-making for civil work mega projects. Perform schedule and risk analyses using critical path and risk assessment methodologies to validate completeness, accuracy, and adherence to program objectives. Prepare and deliver reports and briefings that clearly communicate schedule status, risks, delays, and recommendations to senior leaders and external stakeholders. Investigate cost and schedule variances by interfacing with engineers, managers, contracting officers, and other stakeholders to identify root causes and corrective actions. Direct the work of employees by planning, assigning, and evaluating tasks to ensure timely and high-quality completion of vertical and horizontal civil work mega project scheduling responsibilities. Mentor and train schedulers by sharing expertise, conducting training sessions, and building a community of practice across the enterprise. Oversee personnel management actions such as interviewing candidates, recommending selections, approving promotions, evaluating performance, and resolving employee concerns. Represent the organization on technical committees by developing procedures, presenting policy implications, and defending schedule recommendations to senior government and contractor officials. Specialized Experience to qualify at the GS-14 level: One year of specialized experience which includes: Utilizing project/program scheduling tools (e.g., Primavera P6, Microsoft Project, Deltek Open Plan, Oracle Primavera Risk Analysis, Acumen Fuse, COBRA and/or Synchro) to develop and maintain integrated master schedules for civil work projects. Developing integrated schedules to evaluate program performance and ensure timely delivery of large-scale civil works projects (e.g., dams, levee systems, navigation locks). Analyzing cost, risk, and schedule data to assess readiness and recommend corrective actions for major infrastructure programs (e.g., flood risk reduction systems, inland navigation structures). Applying acquisition policies and regulatory guidance to advise leadership on compliance and strategic planning for complex infrastructure initiatives (e.g., dam rehabilitation, lock modernization). Leading and supervising cross-functional teams to integrate schedules, resolve conflicts, and optimize resources for multi-billion-dollar infrastructure civil work projects.
