Summary The Supervisory Social Worker (HCHV) is fully responsible for the administration of Veteran Homeless Services within the catchment area of El Paso VA HCS. S/he provides leadership for programs in an effective manner, and demonstrates a high level of initiative and independence in carrying out administrative and patient care functions in accordance with the EPVAHCS and VHA policies and procedures. Responsibilities Total Rewards of a Allied Health Professional The Health Care for Homeless Veterans (HCHV) Program is funded by the Department of Veterans Affairs and authorizes the provision of outreach services, clinical assessment and intervention, health care, crisis intervention, and referrals for VA/community services to eligible Veterans. The objective of HCHV Programs is to re-integrate homeless Veterans with psychiatric and substance abuse disorders into the community and to help them achieve the maximum level of health and social functioning as possible. Contract services are furnished by existing community agencies with supplemental care and overall program administration provided by the Department of Veteran's Affairs. The HCHV Supervisor retains the authority and responsibility to independently operate and direct the program in accordance with VA, ACOS BHS, and facility policies/directives.. The HCHV Supervisor retains direct programmatic responsibility for all HCHV programs. This position reports directly to the Deputy Associate Chief of Staff (Deputy ACOS), Behavioral Health Service and Associate Chief of Staff, Behavioral Health Services (ACOS), who provides oversight and management of the Behavioral Health Department. This position supervises the Health Care for Homeless Veterans (HCHV) Programs. These programs include: the Veterans Outreach Program (VOP), Housing and Urban Development/VA Supported Housing (HUD/VASH), State and Federal Stand-downs for Homeless Veterans, Contract Residential Program, and Grant and Per Diem Program (GPD). As the Supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; develops individual or group goals and objectives; monitors, operates, evaluates, coordinates, and oversees all the staff assigned to HCHV. The incumbent will ensure the HCHV staff adhere to all current directives of the VHA, meet current Joint Commission standards, State licensure standards and VA-OIG expectations. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by the governing bodies. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs).
