Description of Job
Racing Events Division:The Racing Events Division is a law enforcement and regulatory agency with the responsibility to administer and enforce the laws and rules of the Colorado horse racing industry. This position will be provided with training and professional development in the technical expertise, guidance and support the Division requires to help meet its mission.
What we do:
Processing license applications and collecting fees.
Conducting background investigations of applicants.
Compliance and administrative investigations of a licensee that have been alleged to have violated statutes and regulations concerning various @types of consumer/public harm.
Conducting investigations into unlicensed and criminal activities within Horse Racing. Conducting compliance inspections.
Providing educational services to the public.
A typical day of a Criminal Investigator IV:This position is responsible for criminal, regulatory, and financial investigations related to the racing industry and its operations, as well as the enforcement of Colorado Division of Racing Regulations and Colorado Revised Statutes. Serves as an expert in licensing practices and requirements, conducting complex background checks and licensing investigations, and performing additional duties as assigned. This position will also perform duties that may not be present within this PD, as assigned by the appointing authority, manager, or supervisor.
Job Duties:
Regulatory Licensing Related Investigations
Conducts complex financial investigations and background checks in support of licensing application review and processing.
Performs detailed review and analysis of problematic applications, including renewals, changes of ownership, and initial license submissions.
Prepares comprehensive investigation reports to ensure accuracy, completeness, and compliance with applicable regulations.
Work leader, this position is responsible for training and lead the day-to-day activities of the Compliance Investigator Intern/Compliance Investigator Series but doesn't have full personnel management authority.
Regulatory Field Work and Inspections
Conduct investigations into violations of Racing Regulations, Colorado Revised Statutes (CRS), and applicable local laws as they pertain to the racing industry and licenses.
Carry out inspections and regulatory enforcement actions at racing-related facilities, including barns and OTBs, in accordance with HISA rules, regulations, and statutes.
Investigate complaints and reports of potential regulatory issues and provide information and assistance to licensees and businesses regarding compliance with regulatory and statutory requirements.
Criminal and Regulatory Enforcement/Investigations
Intervene when law enforcement action is necessary to maintain order and protect the public interest.
Provide on-site enforcement and security presence at racetracks and related facilities, including Off-Track Betting (OTB) locations.
Manage incidents and calls for assistance, delivering law enforcement and investigative services. Conduct investigations into potential violations of Racing Regulations, Colorado Revised Statutes (CRS), and applicable local laws involving the racing industry, licensees, and the public. Investigate complaints and reports of suspected criminal activity.
Provide education, guidance, and assistance to licensees and businesses on compliance with regulatory and statutory requirements.
Provide testimony in both criminal and administrative hearings.
Work leader responsible for day-to-day activities of the Compliance Investigator Series
Serve as the Division's training officer and subject matter expert (SME), functioning as a work leader for compliance and criminal investigators.
Provide supervision, training, and mentoring, of entry-level and lateral investigators in applying investigative, regulatory, and enforcement knowledge and skills.
Guide the professional development of staff while ensuring adherence to Division standards, policies, and statutory requirements.
Conduct pre-employment investigations, update SOP's, forms, other duties assign
Conduct pre-employment investigations for full-time and temporary positions for the Division. Support and contribute to projects, assignments, and Division initiatives directly related to the responsibilities of a Criminal Investigator IV.
Maintain law enforcement certification and complete required training per internal policies.
Provide assistance to colleagues and the Division as a whole by offering direct support, subject matter expertise, and insight when needed.

MINIMUM QUALIFICATIONS:
Experience Only:
Eight (8) years of investigative experience conducting both criminal and regulatory investigations.
Required valid/active Colorado P.O.S.T. Certification (Peace Officer Standards & Training (POST) certification at the
time of application).
OR
Education and Experience:
A combination of related education and/or relevant experience in business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, psychology, sociology or a closely related field as determined by the Department equal to eight (8) years
Required valid/active Colorado P.O.S.T. Certification (Peace Officer Standards & Training (POST) certification at the
time of application).

Special Qualifications:
Applicants must successfully pass a background investigation and a tax check prior to appointment to positions in

Applicants must successfully pass a Psychological Evaluation prior to being appointed to a position in the Division of Racing.
Applicants must be willing to work nights, weekends, holidays, and maintain on-call status while off-duty for emergency response.
Maintain a current/valid Colorado Peace Officer Standards & Training (POST) certification at the time of application.

Knowledge of Colorado rules and regulations related to Division of Racing.

Conditions of Employment with the CDOR :
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
