Position Description
The Finance Officer Senior - NDOT position is in the Nashville Department of Transportation and Multimodal Infrastructure (NDOT) and reports to the NDOT Assistant Director of Finance. It is responsible for performing a variety of professional and analytical work involved in the field of finance, accounting, auditing and administration. Performs other related duties as needed or assigned.
The Department of Transportation and Multimodal Infrastructure delivers a range of services, and the nearly 400 employees work around the clock to ensure a multimodal system that offers choice and better connects neighborhoods, residents, businesses and visitors to the place that they need and want to go to in a safe manner. These employees are responsible for over 2,200 miles of public roadways and rights-of-way, over 6,000 streets, over 300 bridges, 835 traffic signals and over 1,200 miles of bike/sidewalk lanes and much more. Big events in Nashville consist of CMA Festival, Stanley Cup Finals, Titans games, and any number of special events. These require big preparation and big clean-up, and the Nashville Department of Transportation employees are up for the challenge.
Typical Duties
Performs routine accounting duties related to accounts receivable.
Performs audits for the department on processes, procedures and finance related matters.
Evaluates departmental operating procedures and makes recommendations for improvement.
Prepares necessary journal entries to maintain general ledger accuracy.
Participates in the monitoring and analyzing of complex procurements.
Enforces, and ensures compliance with, rules, regulations, policies and procedures for the administration of the budget.
Prepares justifications for proposed budgets and may assist in the presentation of the budget.
Researches and resolves financial and program-related questions and/or problems.
Assists in the preparation of various narrative, statistical, and financial reports.
Assists in the development, ongoing modification, and implementation of the division's strategic plan.
May lead or supervise the work of other finance professionals or clerical staff.
Minimum Qualifications
Bachelor's degree in business with a major in Accounting, Finance or related field from an accredited college or university and three (3) years of professional-level experience in finance or accounting.
Additional experience may be considered in lieu of some education

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
Preferred Experience, Knowledge, Skills, and Abilities
Experience in Oracle financial system R12 or other financial systems and databases
Knowledge of auditing practices and procedures
Thorough knowledge of Excel including proficiency with formulas, tables and functions
Knowledge of and experience in, the methods, regulations, practices and procedures relating to municipal government budgeting and accounting
