Summary Who may apply: Current, permanent DFAS employees in the competitive service and current DFAS VRA employees within the DFAS Human Resources Directorate; and eligible Priority Placement Program DoD Military Spouse Preference applicants. Responsibilities Directs and manages core human resources program functions in a customer-centric environment in accordance with law, regulations, standards, policies and precedents of the Office of Personnel Management, DFAS, and the Department of Defense. Designs and oversees the conduct of special human resources studies that develop customer specific options to resolve long term human resources problems or anticipate future human capital needs. Develops human resources practices and initiatives to enhance the Agency's human resources programs and provide best customer value. Directly or through subordinate supervisors, plans and directs the work of staff providing operational HR services to include Recruitment/Placement and Relocation Services. Performs the full range of supervisory responsibilities to include planning and reviewing work, staffing and recruiting , identifying training needs, evaluating employees' performance, and carrying out disciplinary actions. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as serving as a senior advisor to top management officials in order to advise on Human Resource management programs, processes and systems in a customer focused environment; implementing Human Resources Management policies and procedures; and developing strategies to achieve multiple short and long-term goals with broad impact. Work history must include experience in recruitment and placement strategy and program delivery. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education There is no substitution of education for specialized experience at this grade level. Additional Information Moving expenses may be paid. Telework availability is limited and will only be provided on a rare case-by-case basis during situations where Agency Leadership has determined that telework serves a compelling DoD need. Selections are subject to restrictions resulting from the DoD Program for Stability of Civilian Employment. A one year probationary or trial period may be required. A one year supervisory or managerial probationary period may be required. We may use this announcement to fill additional vacancies within 120 days of the closing date. This position is Exempt from the Fair Labor Standards Act. Travel requirement is Occasional. This position is not covered by a bargaining unit.
