This opportunity is available in the Budget Unit within the Department's Budget Services Division in the Bureau of Finance and Administration, located in Newington, CT.
The Budget Unit is responsible for the administration and reporting of budget and financial transactions related to various Department Operating Budget appropriations.

POSITION HIGHLIGHTS
Full time, 40 hours per week
Monday through Friday
Schedule to be determined based on the operational need of the unit.
THE ROLE
Key responsibilities for this exciting opportunity may include, but are not limited to:
supervises a staff of professional employees
schedules, assigns, oversees and reviews the work of staff; provides training as required
conducts annual Employee Performance Evaluations
assists in development of the Department's Biennial Operating Budget Request
assists in coordination of the Department's annual B-1a, Request for Allotment of Appropriations
provides oversight of the Department's P-Card program and Travel Unit to ensure compliance and efficient operations
provides oversight of the Department's Other Expenses budget for various Bureaus and offices. (This includes budget monitoring, purchase order and requisition review and approval, correction of related budgets and expenditures, providing financial information and reports to field managers and consulting with Finance management regarding potential shortfalls)
coordinates Agency level budget journals, including quarterly allotments and adjustments, for Personal Services, Other Expenses and other operating SIDs
monitors operating budget expenditures through extensive CORE-CT EPM reporting and analysis
preparation of monthly CFSR for submittal to OPM
develops various ad-hoc CORE-CT EPM reports as needed to assist in critical management review of agency operations
oversees financial review of Department agreements/construction contracts, ensuring that proper funding is in place in accordance with Department policy and state regulations, prior to agreement release
oversees development of Motor Vehicle Fuel additive rates that enable the Department to recover direct/indirect costs related to the statewide Fuel management program
administration, reconciliation, and reporting of the Department's Petty Cash Fund
preparation and analysis of complex budget and expenditure reports, as required
oversees the development and maintenance of written procedures
makes recommendations on policy development and standards related to budgeting, correction, and reporting aspects of CORE-CT
acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures
performs related duties as required

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for supervising staff engaged in accounting.
EXAMPLES OF DUTIES
Schedules, assigns, oversees and reviews work of staff;
Provides staff training and assistance;
Conducts performance evaluations;
Determines priorities and plans unit work;
Establishes and maintains unit accounting procedures including electronic data processing (EDP) procedures;
Develops or make recommendations on development of policies and standards;
Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
Prepares reports and correspondence;
Consults with superiors on accounting and fiscal matters;
Directs review and verification of complex financial documents, reports and statements;
Uses statistical data in evaluating cost benefit relationships;
Directs review and verification of posting to appropriate ledgers and subsidiary accounts and reconciliation of accounts and records;
May direct analysis and preparation of budget requests;
Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of
relevant agency policies and procedures;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in accounting or auditing.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been performing the most complex accounting functions OR acting in a lead or consultative capacity at the level of an Associate Accountant or Associate Accounts Examiner.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree
A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.
Certification as a Certified Public Accountant or Certified Internal Auditor may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
Bachelor's and/or master's degree in Accounting
Experience supervising professional and/or support staff in an accounting, finance, or budget environment
Experience managing budgets for appropriated and other funding sources
Experience with governmental/state accounting, budgeting, and financial reporting
Experience with Core-CT HRMS, Financial, and EPM Modules, or comparable enterprise financial systems
Experience in Microsoft Excel
Experience prioritizing and organizing tasks to meet multiple deadlines
Excellent verbal and written communication skills
