Job Description
This position is responsible for the accurate preparation and coordination of estimating data by using estimating systems as the primary tool for executing responsibilities. This position provides quality estimate software application services and analysis to upper-level estimators in a timely manner, in which the information is reconcilable to source data. This position may act as a Lead for other Associate Estimating Software Specialists.
Responsible for personal safety as well as the safety of co-workers
Familiar with the fundamentals of estimating, particularly Direct Field Costs (DFC) and Fluor Services costs
Working knowledge of estimating terminology and basic concepts
Solid understanding of Work Breakdown Structure and Cost Elements as relating to Estimate Data
Assess, maintain, support, and modify existing solutions utilizing standard procedures and techniques
Apply methodology to support business applications, and investigate operational problems, where necessary
Other duties as assigned
Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and two (2) years of work-related experience or a combination of education and directly related experience equal to six (6) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Knowledge in the following:
Programming in the C# and Java languages from scratch
Visual Studio
Model-View-Controller Programming Architecture
Stored Data Manipulation
The following are secondary skills, but would be an advantage:
PowerBI
The DAX syntax
R or M Scripting
SQL or MySQL
VBA for Excel
MS Excel Advanced Formulas

Proof of U.S. citizenship is required
Stay abreast of current estimating software by maintaining expertise through the numerous opportunities provided by professional organizations or by networking with other IT and/or estimating specialists within the engineering, procurement, and construction management (EPCM) industry
Be knowledgeable about business line systems relating to estimating software
Become familiar with knowledge management portals and communities about forum questions and discussions
Become knowledgeable about the benefits of Cost Competitive Execution, Excel to Win, Business Risk Management Framework (BRMF) and Strategy to Win; actively promote innovative ideas and solutions
Report milestones, coordinate requirements, ensure that the goals are met. Make sure the lead is properly and promptly informed.
On the EMS Portal: o Responsibility includes, but not limited to, development of new features, updates, upgrades, testing, optimization, documentation, roll out, application support, maintenance, troubleshooting and user engagement and support. o Requires the knowledge of programming in the C# and Java languages from scratch, being familiar to visual studio and the model-view-controller architecture.
On TheEstimator: o Responsibility includes, but not limited to, functioning as the Global Support for both conceptual and detail, automated and standalone versions. o Scripting, data maintenance, user management, coordinating all Tool Champions from different offices and performing audits on workflows and processes
On VBA Utilities: o Responsibility includes, but not limited to, development of new features, updates, upgrades, testing, optimization, documentation, roll out, application support, maintenance, troubleshooting and user engagement and support
On other possible languages to be used and tools to be generated, a documented proposal and pros/cons analysis, will have to be presented.
Preferred Qualifications
Minimum of zero (0) years of experience using any of the Fluor Estimating Systems or two (2) years of experience using Industry recognized estimating software systems
Demonstrate technical ability, combined with communicative skills, to lead estimate software development
Some knowledge about internal Cost Systems, Progressing Systems, Level I and II Schedules, Work Breakdown Structures and Project Status
Recognized as being proficient and requiring limited or minimum supervision in the following areas: Fluor Services Costs, Input of Data into Historical Database (EMS - Experience Management System)
Recognized as being familiar but requiring guidance and supervision in the following areas: EMS Portal.
Good analytical and above average computer skills.
Knowledge in the following: o Programming in the C# and Java languages from scratch o Visual Studio o Model-View-Controller Programming Architecture o Stored Data Manipulation
