Executive Budget Officers (EBOs) and Executive Budget Officer Trainees (EBOTs) develop and implement state budget policy and consult with state agency management on fiscal policy and programmatic issues. EBOs and EBOTs are critical in aiding MMB's Budget Division to successfully serve as the central budget office for the executive branch.
The distinction between EBO and EBOT is an internal distinction used only within MMB. Both positions do very similar work, however, EBOTs complete their duties and assignments under more supervision, direction, and assistance from supervisors or more experienced colleagues for a training period of 18-24 months, depending on candidate qualifications. EBOTs that successfully complete the training period are promoted to EBO.
This posting may be used to hire one or more individuals for either position, depending on qualifications.
Job duties for this position include:
Assisting state agencies in the development and review of their operating and capital budget proposals
Analyzing and presenting agency budget recommendations to MMB leadership and other executive branch decision-makers
Supporting executive and legislative branch staff during the budget process, including when analyzing budget items, negotiating and building consensus, and verifying accurate bill drafting
Tracking legislative actions on budget issues
Monitoring state agency spending plans for compliance with law, legislative intent, and financial management policies.
This position is currently eligible for up to 50% hybrid telework to applicants who either reside in Minnesota or a bordering state and within 50 miles of the work location. Depending on the phase of the budget cycle, there are periods when this position is expected to be in the office more than 50% of the time.
Minimum Qualifications

To be considered for an Executive Budget Officer Trainee position, applicants must have one of the following:
A related advanced degree and six (6) months of related work experience developing budgets and budget proposals related to public program and/or policy analysis and implementation or
A related bachelor's degree and one and one-half (1.5) years of related work experience developing budgets and budget proposals related to public program and/or policy analysis and implementation or
Three and one-half (3.5) years of related work experience developing budgets and budget proposals related to public program and/or policy analysis and implementation
Related degrees include business administration, economics, finance, political science, public administration, public affairs, public policy, or an equivalent degree.
Experience must include:
Policy or program analysis sufficient to interpret complex information, understand budget impact, and inform fiscal decisions
Forecasting program spending or revenue potential sufficient to predict budget issues and recommend effective solutions
Clear, concise, and accurate communication skills sufficient to relay complex ideas and information to a variety of audiences
Negotiating, mediating, or building consensus sufficient to persuade stakeholders to act in the best interest of Minnesotans and maintain fiscal responsibility of taxpayer dollars
To be considered for an Executive Budget Officer position, applicants must have one of the following:
A related advanced degree and two (2) years of related work experience developing budgets and budget proposals related to public program and/or policy analysis and implementation or
A related bachelor's degree and three (3) years of related work experience developing budgets and budget proposals related to public program and/or policy analysis and implementation or
Five (5) years of related work experience developing budgets and budget proposals related to public program and/or policy analysis and implementation
In addition, to be considered for an Executive Budget Officer position, applicants must meet all the above qualifications as well as having experience:
Demonstrating leadership in addressing complex policy issues
Advising senior and executive staff on fiscal policy decisions

Six (6) or more years of related experience or experience working in a budget office for a public entity (city, state, federal, Tribal, etc.) developing budgets and budget proposals related to program and/or policy analysis and implementation
A master's degree in economics, finance, political science, public administration, public affairs, or public policy
Analytical problem-solving and critical-thinking skills sufficient to address complex policy issues
Knowledge of public budgeting software or systems
Experience developing or reviewing rate or fee-based budget proposals
Understanding of the Minnesota legislative process
