The City of West Sacramento, Department of Capital Projects is looking for an innovative, collaborative individual to lead the Construction Management and Facilities Development Division with a public servant leadership style. Qualified SWPPP Practitioner (QSP) or Qualified SWPPP Developer (QSD) preferred, but not required. Registration as a Professional Civil Engineer preferred, but not required.

DEFINITION: The Construction and Facilities Development Manager oversees the Construction Management and Facilities Development Division of the Capital Projects Department. The Construction and Facilities Development Manager oversees and is responsible for construction projects under the City's Capitol Improvement Program (CIP) to include the construction and maintenance of public buildings, streets, traffic control systems, water, storm water, and sewer wastewater facilities, as well as a suite of parks and economic development construction projects. The Construction and Facilities Development Manager is an "at-will" position that is appointed by and sits at the pleasure of the City Manager.

EDUCATION AND EXPERIENCE: Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:
Education: A Bachelor's Degree from an accredited college or university in Civil Engineering, Construction Management, or related field.
Experience: Six (6) years of increasingly responsible experience in municipal utilities capital improvement construction management, including two (2) years in a supervisory capacity. Experience with Caltrans and federal projects prefered. An additional four (4) years of full-time related experience may be substituted for up to sixty (60) units of the educational requirement.
LICENSES AND CERTIFICATES: Possession and maintenance of a valid California driver's license. Qualified SWPPP Practitioner (QSP) or Qualified SWPPP Developer (QSD) preferred. Registration as a Professional Civil Engineer preferred, but not required.
An applicant who qualifies for veterans' preference and successfully places on an eligibility list for initial entrance into employment with the city shall be advanced one rank on the final eligibility list. Where there are five (5) or less qualified applicants, no veterans' preference shall apply and all applicants shall be placed on the certification list forwarded to the departments for hiring consideration. The exercise of veterans' preference shall be exhausted upon appointment to a regular position from an eligibility list.
