What You Will Do
Utilities and Infrastructure is responsible for providing checks on maintaining and operating all the Laboratory's traffic and utility systems including electric, gas, sewer, steam, and water. In addition, UI maintains and manages all of the open space on site, including parking and transportation infrastructure. Additionally, UI oversees and manages the Laboratory's parking and transportation services.
The Utility and Infrastructure division's Electric, Steam, and Turbine (UI-EST) operations group is seeking a highly motivated Operations Manager 3. The selected candidate will report to the EST Group Leader and will be responsible for the operational activities related to the electric power transmission and distribution system, combustion gas turbine generator, steam utility systems (TA-3, 9, and 16) and the newly commissioned "auxiliary" boiler system. The selected candidate will be responsible for compliance with multiple regulatory requirements, including safety, security, and environmental management of the operations with support from engineering, maintenance, and ES&H support organizations. The Operations Manager 3 will participate in the UI Duty Officer program to cover off-hours operation.
What You Need
Minimum Job Requirements:
Facility Management: Experience in reading and interpreting mechanical, electrical, and physical drawings, blueprints, and schematics, with the ability to apply them to operational tasks. Working Thorough knowledge of workplace safety practices, operating configurations, and lock-out/tag-out (LOTO) procedures.
Maintenance Operations: Solid foundational understanding of operations management, including basic principles of systems and engineering design, routine maintenance procedures, configuration management, work control coordination, and basic industrial control systems functionality. Demonstrated ability to recognize operational issues, assist in evaluating potential solutions, and contribute to implementing actions that support ongoing operations and performance improvements
Leadership: Some background Experience in supervising small teams or supporting personnel management functions, with familiarity in HR processes and team coordination.
Education/Experience: Position requires a bachelor's degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and/or experience directly related to the occupation.
Essential Job Functions (can perform with or without reasonable accommodation): Standing, walking, and climbing stairs.
Work Environment: Work near electrical power supplies.
Desired Qualifications:
Demonstrated leadership in driving process improvements and implementing organizational change.
Comprehensive expertise in steam boiler systems, including co-generation plants, package boiler facilities, steam distribution networks, and combustion gas turbine generator operations, including interconnection to electric distribution (15 kV) systems.
Proven experience in managing and supervising utility operators, including personnel within collective bargaining units.
Strong working knowledge of environmental compliance, including NMED Title V air permitting, NPDES outfall regulations, storm water management, and waste handling protocols.
Demonstrated capability in managing steam system operations during emergency scenarios, with a strong focus on safety and system reliability.
Work Schedule: This position is a full-time position with multiple schedule options, but the 4/10 schedule is not an option.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular Position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
