The District Law Enforcement Department:
Our highly dedicated District Law Enforcement (DLE) is a full-service law enforcement agency with federally sworn-in officers. As part of our operational excellence across the Bank's four offices, we are equipped to provide business area support via executive protection, background investigations and new employee ID badges, national security clearance and security protocols, tactical response, and medical and defense tactic training. Our DLE officers serve as the Bank's first responders for local police, fire, and medical emergencies. Our vision is to be recognized as a trusted, leading, and high performing law enforcement partner whose mission is to provide a safe environment for people, while protecting Bank premises, operations, and assets.???????
The Role:
The Federal Reserve Bank of Dallas District Law Enforcement department is recruiting for an Assistant Vice President (AVP) of Law Enforcement. The AVP reports to the Senior Vice President and General Counsel. This position is based onsite in Dallas, TX.
Are you looking for an opportunity to leverage your leadership experience in law enforcement or public/private security to contribute to a mission-driven organization with broad impact? As the AVP of District Law Enforcement, you will be responsible for Bank-wide security and the development and implementation of effective law enforcement policies, procedures and management controls to ensure a safe environment for people, while protecting Bank premises, operations, and assets.
The AVP serves as the primary contact for Bank security with Federal Reserve System law enforcement management and external law enforcement organizations. As an influential leader and manager, the AVP will be responsible for leading the District Law Enforcement department and collaboratively driving optimal safety and security operations, overseeing all actions related to staff and ensuring the advancement of the department's strategic priorities. The AVP actively drives a culture of innovation and an environment of learning, which fosters engagement, risk taking and innovation; and will uphold these values in all of its responsibilities. An essential function of this position is working onsite on Bank premises.
Key Responsibilities:
Lead and manage the District Law Enforcement (DLE) department of the Dallas Fed, including the 150+ sworn Federal Reserve Law Enforcement Officers and support personnel located in various branches across the 11K district.
Partner with senior Bank management to create and implement a vision and strategy for the DLE, including implementing new strategies and programs to prevent or minimize security risk to the Bank.
Proactively identify significant security risks and implement new strategies and programs to prevent or minimize the effect on the Bank.
Develop and maintain strong, collaborative relationships with the Reserve Bank Operations & Payment Systems leaders, other Reserve Bank officials, and leaders within the Dallas Fed, including risk, internal audit, and compliance-related functions.

Contribute to the Federal Reserve System's overall law enforcement strategy by participating on or leading System-level groups.
Oversee training and compliance programs, ensuring officers are compliant with national standards prescribed by the Board of Governors of the Federal Reserve System and the Department of Justice and all procedure changes are effectively documented and communicated.
Ensure operational excellence across the department, including budget management, internal controls, Command Center operations, training, technology, business continuity, emergency preparedness, and risk assessments.
Collaborate with federal, state and local law enforcement agencies, as needed, to identify risks and enhance security and environmental awareness.
Support and participate in investigations related to security issues and/or prohibited activities.
Serve as key advisor on law enforcement and security matters to managing officer and senior leadership.
Perform other duties as assigned.
The Person:
Bachelor's degree or an equivalent combination of education and experience
Emphasis in criminal justice, public administration, or a related field preferred
Master's degree preferred
Strong background in law enforcement management and security risk best-practices
Minimum of 7 years of progressive experience in law enforcement or public or private security management, to include at least 7 years managing people
Extensive knowledge of security programs, police training and procedures to include use-of-force preferred
Executive level business acumen and leadership skills
Excellent analytical, decision-making, and interpersonal skills, both verbal and written
Proven ability to manage large teams, matrixed reporting, and complex operations
Demonstrated ability to build collaborative relationships and manage conflict constructively
Able to travel up to 20% of the time
Must be able to pass background check for Top Secret U.S. Government security clearance
Valid motor vehicle operator's license

This position will be based in Dallas, TX. A relocation package may be offered. The position requires local and out-of-state travel as business needs dictate.
