POSITION HIGHLIGHTS
Location: 450 Columbus Blvd in Hartford, CT
Full time, 40 Hours/week
First shift
The duration of each scheduled shift will be eight or more hours
Monday through Friday, but may include evenings and weekends

THE ROLE
The Consumer Protection Gaming Regulation Officer position performs analytical and monitoring duties related to the regulation of casino, lottery, retail, and online gaming and works with the gaming industry licensees to ensure they follow agency policy, procedures, and security regulations and provides information and assistance to licensees, the public, and employees. Conduct and review criminal history checks of new licensee applicants for all legalized gaming activities in the State. Assist in the review and evaluation of Standard Operating Management (SOM) procedures and audit reports, testing slot machine software integrity and monitoring revenue collection. Monitor and evaluate information from all regulated industries including physical casinos, lottery studios and retailers, Off Track Betting facilities and digital applications, sports wagering retailers, online operators, and/or the public for patterns of unusual betting, questionable transactions, or suspicious activities and prepare reports for legal and administrative review. Review and evaluate the terms and conditions of promotions received from gaming entities related to online gaming and retail sports betting to ensure promotions do not adversely impact the integrity of gaming.

The mission of Department of Consumer Protection (DCP) is to promote a fair and equitable marketplace and to ensure safe products and services for consumers. The department is comprised of several divisions, each of which oversees the different industries that it regulates.
The Gaming Division is responsible for regulating legal gambling programs in Connecticut which is comprised of casinos, lottery, off-track betting (OTB), sports wager & online sports wagering, online casino gaming and fantasy contests. This is accomplished through a rigorous program of game and system approvals, licensing, inspections, monitoring, audits, and investigations which are conducted to best safeguard consumer interest and integrity of the gaming process.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Consumer Protection this class is accountable for independently performing a full range of tasks in providing information and assistance to all concerned parties in the application of agency rules and regulations.
EXAMPLES OF DUTIES
Provides information and assistance to licensee, patrons and employees regarding the application of agency rules and regulations, procedures, policies and statutes;
Examines facility, grounds, equipment and gaming activities to assure compliance with licensing requirements, agency policy and security regulations;
Investigates patron complaints and effects resolutions;
Maintains records and prepares reports;
Performs related duties as required.
At a facility simulcasting racing, Off-Track Betting and Advance Deposit Wagering:
Monitor start times and ensure wagers are not accepted after start times;
Calculate number of tracks and racers;
Prepare, package and bundle entries, forms and worksheets.
When assigned to Lottery Review:
Verify lottery license is current;
Ensure only active games are displayed;
Observe lottery sales for age appropriateness;
May monitor drawings.
At a Casino Gaming Facility:
Monitors a casino gaming operation;
Observes currency exchanges and counts;
Observes and records movement of slot machines;
Identifies deficiencies in the system of internal control of a casino licensee and recommends appropriate changes;
Monitors state-of-the-art developments in casino operations;
Checks employee licenses to determine validity;
May be required to lead an assigned shift in the absence of the Consumer Protection Gaming Regulation Supervisor.
Sports Wagering and Online Gaming:
Analytical and monitoring duties related to the regulation of sports wagering and online gaming;
Reviews and tracks technical incident reports submitted by licensees;
Monitor online gaming websites using test accounts and/or back-office access;
Review online gaming activity in the areas of geolocation, player identity verification, underage activity, functionality, and software releases.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience in administrative work involving public contact, the monitoring of service delivery or in investigatory work for a business or a governmental agency.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
Experience regulating or investigating gaming operations or regulated industry.
Experience examining financial records in a gaming operations or regulated industry.
Experience investigating consumer complaints.
Experience interpreting internal controls, standards, procedures, or audit reports.
Experience coordinating with internal and external stakeholders.
WORKING CONDITIONS
Incumbents in this class may be exposed to some risk of injury from assaultive or abusive patrons.
