This position exists to supervise statewide licensing of mental health, substance use disorder, and children's residential facilities licensed by the Department of Human Services. This includes supervising staff who conduct inspections and investigations related to licensing, evaluating and approving licensing actions, developing policies, processes, and tools to most efficiently complete the work, and interacting with multiple stakeholders to promote understanding of the licensing processes and compliance with the regulations.
Experience includes but not limited to:
Interpret state laws and rules that apply to licensed/certified programs to assure that:
Inspections and investigations of programs are conducted as required and that licensing actions are completed in accordance with regulations.
Licensing sanctions are issued as required.
Variances issued to programs are granted based on identified standards.
Manage the workflow and output of the unit.
Manage staff, including hiring, supervising, evaluating, and, if needed, taking disciplinary action.
Minimum Qualifications

Demonstrated leadership experience
Leadership experience can include:
Experience as a supervisor, lead worker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
o 1+ year of experience identifying issues, goals and strategic actions
o 100+ hours per year time commitment
AND
Four (4) years of experience in methods to investigate issues and monitor compliance with regulatory requirements related to mental health, substance use disorder, and children's residential facilities.
Experience must demonstrate the following:
Develop and maintain policies, procedures, protocols, and/or tools to direct staff in completing licensing work, including updating policies as needed.
Identify or resolve case or license issues.
Knowledge of state and federal rules, regulations or laws governing licensed facilities and programs.
Review that all licensing actions including correction orders, negative actions, and/or investigation findings are completed in accordance with the applicable laws and regulations.
Preferred Qualifications
Knowledge of contemporary methods used in providing services to children and adults in licensed programs.
Understanding of administrative, civil and criminal law affecting the licensing functions and actions.
Decide whether variances to licensing requirements may be granted based on the nature of the request as it relates to the possible affect on the health, safety and well-being of the people receiving services.
Adapt to new and changing regulations and protocols.
Apply knowledge and information to develop new or improve processes or to solve problems.
Manage and evaluate projects or the work of others.
Cope with the demands and fast pace of routine work and special assignments.
Perform in a professional manner consistent with division standards.
Conduct and participate in internal and external meetings, task force groups and workgroups.
Work and communicate effectively with a wide range of people of varying backgrounds and with people who have varying levels of understanding of the subject matter
Variety of experiences working effectively with others from different backgrounds and cultures.
