Department Summary:
MITRE's Agile and Resilient Battle Management Division (N170) is seeking an experienced, motivated leader to assume the Department Manager (DM) role for N172 - Resilient Comms. The DM will be responsible for managing and growing a team of work class talent, developing the department strategy, setting Department technical direction and quality, supporting development of new opportunities, and building partnerships and collaborative relationships across MITRE, our sponsors, industry, and academia.
The N172 Department is focused on improving modernized and advanced heterogeneous, tactical aerial and space communications and networking systems for resilient communications in contested environments. The Challenge is to provide DoD and Coalition systems secure, robust, adaptable connectivity and networking in permissive, contested and highly contested environments with a Strategic Focus on:
Ensuring SATCOM and Tactical communication solutions meets platform mission requirements
Developing advanced communications and networking concepts
Performing Modeling, Simulation and Analysis (MS&A), Operational Analysis (OA), Prototyping, Experimentation and Testing to inform Communication and Networking decisions
Ensuring interoperability across DoD and Coalition partners
Developing system of systems architectures to enable concepts
Transitioning capabilities through modern acquisition processes
In partnership with the Division's Managing Director (MD) and Project Leaders (PLs), the DM will develop and maintain close working relationships with sponsor leadership. Moreover, the DM will provide technical domain-specific knowledge, leadership and influence, internally and externally, across multiple stakeholders to drive mission outcomes. To address evolving priorities, the DM will develop and shape a work program to achieve sponsor strategic outcomes. The DM will also execute effective talent acquisition, team member mentorship, and performance management across N172. Additionally, the Department Manager will ensure MITRE cultural attributes, speed, risk-taking, adaptability, collaboration, grace and respect, are foundational to the Department's culture.
Roles & Responsibilities:
Strategy Development
Develop and implement the Department strategy aligned with Division, Center, and sponsor priorities
Identification of new technical areas where MITRE is either uniquely positioned or has an opportunity to provide innovative capabilities and mission impact
Work with Dept and Division leadership to identify opportunities to expand influence and the work program for greater impact to our sponsors goals
In partnership with Project Leads, Work shape projects to increase mission impact and better align to evolving priorities
Identify technical areas of focus for Department, aligned to current and future sponsor needs
Staff Development
Demonstrate and promote MITRE's cultural attributes (speed, risk-taking, adaptability, collaboration, grace and respect)
Provide leadership and mentorship across the Department
Recruit, hire, and retain talent to ensure MITRE continues to innovate and achieve desired outcomes and mission impact
Inculcate a culture of innovation, technical excellence, and continuous learning across the Dept
Instill a culture of collaboration across all staff to improve MITRE's value to sponsors
Technical Quality
Define, adapt, and implement technical quality program across the Dept to ensure products and recommendations delivered to sponsors are independent, data driven, and properly reviewed
Provide assessment of FFRDC appropriateness for projects activities and work program, providing recommendations that ensure impactful use of FFRDC resources
Collaborate with Managing Director, Dept Managers, Project Leads, within and across MNS, MPS, and MITRE Labs to identify opportunities to improve technical quality
Bring to bear relevant technical capabilities from across MITRE Labs for faster development and deployment of mission capabilities
Partnerships and Initiatives
Support technical outreach to industry, academia, and other stakeholders, ensuring that best practices and technologies are brought to bear on technical products
Collaborates with Chief Engineers across MITRE (MPS, MNS, and MITRE Labs) to identify opportunities to align efforts and increase impact to sponsors
Develop partnerships across A&SFC and manage connections across MNS
Represents MITRE effectively to sponsors, academia, and FFRDC engagements to engender partnerships and improve outcomes
Serve as steward for collection of Resilient Communication Labs in Bedford through it development as critical MITRE / MNS lab capabilities (Aerial Layer Research & Develop (ALR&D), Tactical Wideband SATCOM Lab and METEOR labs)
Basic Qualifications:
Typically requires a minimum of 12 years of related experience with a Bachelor's degree; or 10 years and a Master's degree; or a PhD with 7 years' experience; or equivalent combination of related education and work experience.
A strong leadership presence and demonstrated thought leadership.
A demonstrated knowledge of Communications and Networking, systems engineering, processes, and tools
Proven track record in making technical contributions including work shaping to meet sponsor needs.
Experience creating and leading technical strategies to increase the impact of outcomes.
Experience driving innovation into the work program by leveraging R&D, facilitating engagement between researchers and relevant sponsors, and overseeing the transition of research results to sponsors to address mission outcomes.
Proven Track record of partnering with organization (e.g., internal, academia, industry) to ensure capabilities and platforms are strategically leveraged in the execution of programs.
Experience in shaping the workforce and skill mix to develop the technical capabilities of the staff to include high quality hires capable of technical impact and growth.
Excellent communication skills in articulating complex topics to sponsors and staff.
Active Top Secret clearance with the ability to obtain and maintain a TS/SCI clearance
Preferred Qualifications:
Solid understanding of multiple of the following areas: Communications, Networking, Tactical Comms, SATCOM, Operational Analysis, Modeling and Simulation, Complex Systems Engineering, Digital Engineering
TS/SCI and/or SAP accesses
