Summary This position is located within the Social Work Service of the Bay Pines VA Healthcare System. Incumbent will provide services at the C.W. Bill Young Medical Center. The duties and responsibilities are carried throughout the medical center including all clinical and other patient care areas involved with the services. Responsibilities The incumbent supervises supervisors and direct line employees assigned to the HUD-VASH performing work at the GS-12 levels and below, including five GS-12 Social Work Supervisors, GS-12 Senior Social Workers, GS-6 through GS-9 Peer Specialist, and GS-11 Housing Specialist. Bay Pines is a large, complex, 1-A facility. The staff are located throughout the Bay Pines Catchment area at C.W. Bill Young Medical Center, North Pinellas and Sarasota Community Based Outpatient Clinic. The incumbent provides administrative, technical, and clinical supervision necessary for accomplishing the work of the assigned areas. Duties and responsibilities include, but are not limited to: The incumbent is responsible for making decisions regarding work problems presented by subordinate social work supervisors. Incumbent collaborates with others in negotiating, deciding upon, and/or coordinating social work-related changes affecting other programs. The incumbent makes selections for supervisory and non-supervisory positions, hear group grievances and serious employee complaints, review serious disciplinary cases (i.e., those proposing suspensions and removals), and disciplinary problems involving key employees. The individual consults with specialists regarding training needs and decide @types of training problems related to the identified problems of the supervised wards/units. The incumbent makes recommendations for recruitment of staff and ensures responsibilities for orientation and continuing education of staff. Evaluates and consults on the social work role in various programs. Manages and directs social work activities in the Care Lines including interventions to resolve administrative problems and participates in program evaluations. Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates. GS-13 Supervisory Social Worker Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Physical Requirements: The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty.
