Description: MassDEP seeks applicants for the position of Environmental Analyst V (EAV).? This position is assigned to the?Central Regional Office (CERO) Bureau of Waste Site Cleanup (BWSC) and is responsible for overall management and technical supervision of all CERO Emergency Response and Risk Reduction staff and the administration of the Program and associated statutes and regulations.? This position is also responsible for staff work assignments, review and signing of draft permits, and enforcement actions, all conducted in a timely manner and in accordance with the regulatory requirements.? Specific duties and responsibilities include, but are not limited to, the following: Supervise and manage the section's notification, emergency response and risk reduction activities including logging release notifications, approving IRAs, issuing correspondence, tracking and maintaining IRA compliance, conducting Compliance & Enforcement activities, and coordinate/implement ER related Federal and State agency removal action activities as needed. Participate in the development of bureau-wide policies, program plan, operational practices, initiatives and methods of program evaluation. Develop and implement a compliance and enforcement (C&E) case strategy and practice consistent with the Department's policies and procedures, regional goals and supportive of the Massachusetts Contingency Plan. Track enforcement cases to ensure return to compliance or follow up enforcement as needed. Support regional goals and policies as directed by the Regional Director. Attend technical & public meetings on behalf of MassDEP. Provide regional inter-bureau technical & regulatory support and collaboration; provide notification of significant incidents and other emergencies to regional bureaus and Boston leadership in accordance with current policy. Perform other Bureau of Waste Site Cleanup Duties as directed by the BWSC Deputy Regional Director. Preferred Qualifications: Extensive experience in responding to releases of oil and hazardous materials to the environment. Current OSHA HAZWOPER certifications for General Site Worker (40 hours) and Hazardous Material Technician (24 hours). Training through ICS-400 under the National Incident Management System (NIMS). Professional work experience with and significant knowledge of M.G.L. c. 21E, the Massachusetts Contingency Plan. Professional experience in environmental sciences as it relates to time-critical assessment and remediation of oil/hazardous materials releases and disposal sites. Substantial supervisory experience. Professional experience in environmental sciences as it relates to the assessment and remediation of oil/hazardous materials disposal sites. Experience working in an incident command system with public safety officials. Experience working in personal protective equipment (PPE) and scientific assessment and monitoring equipment. Experience in investigating and assessing the environmental transport, fate and ecological/public health impacts of contaminants. Knowledge of risk assessment, risk management and risk communication. Knowledge of the interdisciplinary nature of environmental sciences principles and practices. Excellent written and verbal communication skills. Proficiency with Microsoft Office Suite. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least four years must have been in a professional capacity, and of which (C) at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience. II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience. III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
