About the Indiana State Personnel Department (INSPD):
As an agency operating a shared services model, we provide the executive branch of state government with top-notch Human Resources services. INSPD has a dedicated team of human resources professionals working in many capacities, including director-level, generalists, and specialists in each discipline of human resources. Salary Statement:
The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
Provide day-to-day consultation and guidance to agency executives and local office staff regarding human resources functions/issues.
Serve as a liaison between assigned state agency and the State Personnel Department for the purpose of coordinating human resources functions.
Assist in the identification of potential classification, compensation, and reorganization problems.
Assist in the development, coordination, and facilitation of curriculum or training on various human resources topics.
Assist in the review and creation of agency/division policies, performance forms, and various other personnel decisions.
Coordinate and/or conduct agency new employee orientation.
Keep abreast of new developments, legislative changes and court cases which impact areas of work.
Maintain Human Resource Information System records and compile reports from database.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Thorough knowledge of the principles, laws, regulations, theories and practices of human resources management and administration.
Advanced knowledge of statewide HR mission, vision and goals.
Thorough knowledge of the laws, rules, regulations and policies as defined by the State Personnel Department, formal grievance procedures, Civil Rights legislation and the overall mechanics of the merit and non-merit systems.
Thorough knowledge of the agency mission and administrative policies.
Thorough knowledge of specific human resources programs such as FMLA, Disability, Workers' Compensation, and the Americans with Disabilities Act (ADA).
Thorough knowledge of agency programs, structure and staffing.
Excellent communication skills.
Excellent problem solving and analytical skills.
Ability to research and document findings.
Ability to formulate sound recommendations and make appropriate decisions with consideration of potential impact on agency/division statewide.
Ability to effectively prioritize a variety of projects/functions.
Ability to establish and maintain effective working relationships with all levels of management.
Ability to maintain confidentiality.
Ability to successfully negotiate resolutions to complex problems or situations.
Ability to organize thoughts and ideas in a logical manner.
Able to perform essential functions with or without reasonable accommodation.
