Summary The Assistant Hospital Housekeeping Officer performs technical, administrative, or professional work involving managing, administering, operating, or supporting services and programs related to the operation and safety of the Hershel "Woody" Williams VA Medical Center. Responsibilities Major Duties and Responsibilities of the Assistant Hospital Housekeeping Officer, include, but are not limited to: Assists the Chief of EMS in activities related to the management and/or administration of Environmental Management Service at the Hershel "Woody" Williams VA Medical Center. Assists the Chief of EMS in developing, coordinating, directing, and managing a hospital housekeeping program and laundry program that emphasizes the maintenance of environmental sanitation within acceptable levels of bacteriological, as well as, visual cleanliness and the assurance of appropriate quantity and quality of textile production and delivery. Plans, coordinates, and supervises hospital housekeeping functions such as environmental sanitation, laundry/linen operations, interior/exterior pest control services. Housekeeping Program Planning and Implementation: Assist the Chief of EMS in determining long-range, intermediate, and short-range program goals and policies, developing and implementing organizational structures and operating plans and procedures to achieve program goals, monitoring the effectiveness and efficiency of operations within the established framework. Determines the need for and allocation of resources. Coordinates program efforts with other internal activities, and program management officials at the headquarters level. Communicates agency and local hospital policies and priorities throughout the hospital housekeeping and laundry departments. Assist the Chief of EMS in assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Developing performance standards and evaluating work performance of subordinates. Coordination of Hospital Housekeeping Services: Assist the Chief of EMS in coordinating, controlling, and directing housekeeping program operations. Assist the Chief of EMS in providing advisory services to all levels of management and to all hospital departments regarding the requirements and resolution of substantive housekeeping problems and services provided. Pest Control: Administration of Pest Controller to include the control of all rodents and pests from the interior of the Medical Center as well as provide exterior rodent control. Sign Management Program: Interprets VA Central Office directives and guidelines concerning the use of signs at VA Medical Centers and assures local compliance. Laundry Contract and Production Monitoring and Surveillance: Conducts systematic monitoring and surveillance of all aspects of laundry services. Monitors and analyzes both production efficiency and organizational structure to implement and or recommend process and organizational changes. Staff Supervision: Supervises five (5) employees performing work at the WS 2-6; provides administrative and technical supervision necessary for the accomplishment of the unit. In order to meet the BASIC REQUIREMENTS of the Hospital Housekeeping Management 0673 Occupational Series, you must possess: Individual Occupational Requirements (IOR): Education: Major Study area in public health or business administration with emphasis in hospital administration Three (3) full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related. OR Specialized Experience: At least one year experience in two or more of the following areas, or other work related to the position to be filled: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience in interior design management. Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition. Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. OR Combination of Education and Experience: A combination of graduate education in the Major Study Area and Basic Specialized Experience totally at least one year may be used to meet total qualification requirements for the grade. First determine the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determine the applicant's education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of two full years (the amount required for the next lower grade level) may be used to qualify applicants at GS-11. IN ADDITION TO THE ABOVE IOR, the applicant must possess at least one (1) year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of Hospital Housekeeping Officer. Examples of specialized experience include but not limited to: Knowledge of EMS program principles and procedures applicable to a wide range of duties in one or more program and/or functional areas, and a high level of skill in applying this knowledge to solve complex problems. Knowledge of statutes, regulations, licensing/permitting requirements, and precedent decisions governing environmental programs and waste management and knowledge of data system development to determine needs, evaluate program effectiveness and assure compliance with regulations. Management, administrative, or coordination knowledge and skill sufficient to provide advisory, reviewing, evaluating, educating and/or training, negotiating, or problem solving services as a troubleshooter specialist or coordinator on specific problems, projects, programs, or functions (e.g. developing, coordinating, reviewing, and evaluating the implementation of work plans, including estimates of staffing needs, equipment, and supplies and detailed instructions necessary to carry out the plans, for complex long term toxic waste cleanup projects).
