Description of Job
The Colorado Public Utilities Commission (PUC) serves the public interest by effectively regulating utilities and facilities so that the people of Colorado receive safe, reliable, and reasonably-priced services consistent with the economic, environmental, and social values of our state.
The Operations work unit provides consolidated support, oversight, and direction to the Division's operations, budget, strategic planning, and performance goals. The unit also provides direct support and advice to the Director and Deputy Directors and acts on their behalf as it relates to the Division's operations, compliance, budget, project management, performance, strategic planning, and goal setting.
Position : SGA 5045
This position supports the agency's mission by managing all financial transactions; reconciling and depositing daily cash receipts with DORA accounting staff; administering petty cash disbursements and receipts; administering the PUCs Colorado Operations Resource Engine (CORE) program; authorizing and processing payments for goods and services purchased by the commission; processing travel reimbursements and auditing travel requests; initiating contract requisitions and purchase orders; ensuring collection and disbursement of monies for the commissions federal grant reimbursement programs (Highway Crossing, RTD Light Rail, Gas Pipeline Safety, Telecom High Cost Fund, Low-Income Telephone Fund); compiling financial transactions into various online systems and utilizing those systems for reporting and auditing.
Duties include, but are not limited to:
Processing all financial transactions for the division, including preparing CORE documents as necessary;
Researching the state's online financial system and hardcopy reports, collecting data, creating spreadsheets, and database reports;
Ensuring all PUC purchase contracts and requisitions are completed pursuant to Department and State requirements;
Serving as the contact person for the PUC with other regulatory agencies accounting sections, CORE, Central Services, Fleet Management, and the Department of Revenue;
Providing accurate and complete guidance to staff on what is required to obtain services or goods according to fiscal rules and procedures to enable them to accomplish their objectives;
Routinely dealing with revenues and expenditures that arrive without supporting documentation, are of unknown origin, or do not align with existing data.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS (MQs):
There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience
Option 1: Experience
Three (3) years of technical* accounting/bookkeeping support experience that includes reconciliation of Accounts Payable and Accounts Receivable, as well as performing all of the following functions:
Recording/tracking payments;
Validating and processing deposits;
Processing purchase requisitions.
Option 2: A Combination of Education AND Experience
Associate's Degree and Experience: Graduation from an accredited college or university with an associate's degree in Accounting, Business, Finance, General Studies, Statistics, or a field of study related to the work assignment; AND
One (1) year of technical* accounting/bookkeeping support experience that includes reconciliation of Accounts Payable and Accounts Receivable, as well as performing all of the following functions:
Recording/tracking payments;
Validating and processing deposits;
Processing purchase requisitions.
OR
College, university, or non-correspondence business school coursework from an accredited institution in Accounting, Business, Finance, General Studies, Statistics, or a field of study related to the work assignment may substitute for the experience on a year-for-year basis (up to three (3) years).

SUBSTITUTIONS:
Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree. *Technical work is skilled work in the practical application of specialized techniques, procedures, practices, or methods in order to accomplish tasks. This work involves, amongst other duties, assisting an administrator or other professional by applying knowledge of and/or interpreting principles, rules, regulations, policies, precedents, other guidelines, and objectives specific to a program or professional subject area to resolve problems, answer questions and provide information, and/or advise others on technical program issues or matters.
Preferred Qualifications :
Demonstrated professional** experience utilizing and knowledge of state fiscal and purchasing rules and regulations or comparable private sector fiscal and purchasing policies/rules;
Experience using Colorado Operations Resource Engine (CORE) or a comparable financial data management system;
Demonstrated professional** experience working with and knowledge of accounting principles and practices, and the analysis and reporting of financial data;
Demonstrated experience working in a regulatory environment;
Experience processing travel reimbursements and/or purchasing acquisitions;
Demonstrated professional** experience analyzing documents for completeness and accuracy;
Demonstrated experience working within the Colorado Interactive payment system;
Demonstrated experience working in a state governmental position, performing financial calculations, such as amounts due, interest charges, balances, discounts, equity, and principal.
