About the Work Unit
The Bridge Design and Construction Unit develops and publishes the The Colorado Department of Transportation's (CDOT's) structural design policies and standards (Bridge Design Manual, Bridge Rating Manual, Bridge Detailing Manual, Structural Standard Plans and Construction Specifications); conducts the Departments' quality assurance for structural designs prepared by consulting engineering firms; guides the Departments' contract managers in acquiring bridge design services by developing the structure engineering portion of consultant contracts, producing work-hour estimates and participating in the selection of consultants; develops Professional Engineer (PE) certified structure plans, specifications and provides construction assistance; manages the region's structural assets in coordination with the Bridge Asset Management Engineer & CDOT's Regions in the prioritization of list of bridges, walls, and culverts for preventative maintenance, rehab, & replacement based on available budget. The Bridge Design and Construction Unit evaluates and rates existing structures and assesses new products, materials, software, and engineering design practices for implementation into the Departments' structural design policies and standards. The Unit provides Bridge Engineering- related support functions to the CDOT Regions. This includes providing program planning, scheduling, reporting and communications; troubleshooting impediments to program and project delivery; exploring and implementing innovative program delivery techniques; and facilitating the communication of program goals, activities, and accomplishments.
About the Position
This position leads, manages, supervises, and trains professional engineers, technicians and consultants in the development and design of plans, specifications, and estimates for highway structures (bridges, retaining walls, and culverts). The Professional Engineer II directs the development of bridge design standards (manuals, standard drawings); schedules multiple projects and makes manpower allocations to meet schedules for in-house projects and/or consultant's projects; makes key decisions on complex projects and provides quality assurance. This position guides CDOT region project managers in the selection of consultants and contracts and provides assistance to the Asset Manager & the region in the prioritization list of bridges, walls, and culverts for preventive maintenance, and& replacement based on available budget.
This Professional Engineer II will be assigned to CDOT's Region 2 (southeast Colorado).
Your duties and responsibilities will include, but are not limited to, the following:
Serves as Project Lead, supervising and participating in the preparation of structural reports, plans and specifications prepared by assigned staff for the assigned region; manages this work for the Department when it is performed by consultants.
Approves all of the final structural reports, plans and specifications prepared for the region, ensuring that they meet the needs of the Department and other interested parties, are structurally safe, and meet the appropriate design codes and government policies and regulations.
Oversees that the Engineer-of-Record seals plans and specifications in accordance with Title 12, Article 25, Colorado Revised Statutes.
As CDOT's lead structural engineer for an assigned region, works with CDOT region personnel to identify their structural needs; coordinates between Staff Bridge and the region to ensure the region's needs are addressed.
Collaborates with the region to develop the assignments (Staff Bridge or Consultant), schedules, contracts, and work hour estimates necessary to complete the region's structural work.
Performs and supervises the evaluation and rating of existing structures as required by the Bridge Management System for the assigned region.
Continuously collaborates with the region to maintain project schedules and workhour budgets for all of the region's structural engineering work; manages project schedules and workhour budgets to ensure that the work is performed on time and under budget.
Assigns CDOT and consultant structural personnel to projects and manages the work of this personnel for a wide variety of multiple in-house and consultant design projects from project inception through construction.
Revises schedules, workhour budgets and assignments of assigned employees to meet changes in the projects.
Maintains up-to-date project records, as required by Department policy or as otherwise needed.
Researches and evaluates innovative techniques, processes and new products to improve the Department's policies and practices.
Monitors, reviews and makes recommendations to improve the Department's structural standards (manuals, specifications, standard drawings, and software) and the AASHTO specifications.
Provides formal and informal training to others outside of work unit.
For areas assigned, provides Subject Matter Expert duties such as providing ad hoc technical assistance; serving on research panels; reviewing AASHTO proposals; performing special assignments, and staying abreast of related local and national laws, regulations, specifications, and research.
Supervises a unit including performing personnel actions such as hiring, promotions and corrective actions in conformance with State & CDOT policy and regulations; approving time sheets and leave requests; establishing performance plans, conducting progress reviews and performance appraisals; scheduling and assigning work; developing training plans and providing training, direction and guidance for the career development of employees; resolving performance issues and ensuring fairness and consistency in decisions made or recommended by utilizing State Personnel Rules and CDOT policies and procedures.
Provides construction assistance to the assigned Region by guiding construction personnel in interpreting structural plans and specifications, inspecting structural problems, determining solutions, redesigning structural elements for field changes, and providing revised construction plans, as needed.
Performs and supervises the checking and approval of shop plans to ensure conformity with the original design intent.
Manages consultants retained by the Department to perform structural engineering including establishing design criteria and projects, preparing and overseeing the preparation of workhour estimates for consultant contracts and negotiating workhours for consultant engineering contracts.
Recommends the selection of consultants as a member of selection board,
Supervises and evaluates the use of regional Asset Management funds including Construction Bridge Program (CBP), Construction Wall Program (CWP) and Construction Culvert Program (CCP), reviewing budget action requests to check compliance with funding and scheduling plan (Structure Asset Management Plan).
Oversees and ensures quality assurance for structural plans and work within the region.
In coordination with the Region, evaluates projects for efficient use of funds.
Work Environment:
Primarily 8:00 am - 5:00 pm work hours, Monday-Friday
Travel required during work hours throughout Metro Denver and southeast Colorado.
Overnight travel 4-6 times a year throughout Colorado but primarily to Region 2
Occasional out-of-state travel for conferences
Responds to emergencies outside of normal working hours as provided for by the Branch's emergency response plan.
Required to operate CDOT vehicles

Minimum Qualifications
Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.
AND
Two years of professional transportation-related structural engineering experience, one of which must have been as a licensed professional engineer.

Preferred Qualifications
The Exceptional Applicant will be an experienced licensed structural professional engineer and will possess the proven ability or accomplishment in the following:
Demonstrated success with the duties listed in the Description of the Job section;
Extensive knowledge and experience with the engineering design and construction of highway structures;
Extensive knowledge and experience with National Bridge Inventory and Highway Bridge Replacement & Rehabilitation programs;
Extensive knowledge and experience with CDOT's Standard Specifications for Road & Bridge Construction, and M & S Standards;
Knowledge and experience with project financing requirements, processes, e.g. Statewide Transportation Improvement Plan (STIP), Transportation Improvement Plan (TIP), etc.
Maintaining current working knowledge of engineering best practices, CDOT procedures, regulations, and policies related to area of responsibility and to the broad range of engineering specialty areas at CDOT;
Excellent ability to create standard and ad hoc reports, and presentations of technical information;
